TPO - Currently, many schools are facing the situation of "having money but making investments is very difficult". For example, issues related to fire prevention and fighting, planning, environmental impact assessment, and investment all face many difficulties.

The above situation was stated by Associate Professor, Dr. Pham Tien Dat at the Conference to review the activities of the first 6 months of 2024 of the Council of Rectors of universities in Ho Chi Minh City, deploying key tasks for the last months of the year, on August 13.

The conference was attended and chaired by Chairman of Ho Chi Minh City People's Committee Phan Van Mai - Chairman of the Council of Rectors of universities in Ho Chi Minh City.

Giving suggestions on building a mechanism for schools to connect with businesses, Associate Professor Dr. Pham Tien Dat - Principal of the University of Finance - Marketing said that the important point that has been applied by countries around the world is to establish businesses right in the school. However, according to him, this is facing many problems, especially related to state investment capital.

Right at the University of Finance and Marketing, with the majors of auditing and valuation, if one wants to establish a business, the problem is how to invest capital in forming a limited liability company or a joint stock company. "I would like to propose that there should be a career investment fund, especially for schools that are autonomous in regular investment spending," he said.

This person also believes that there should be a specific mechanism for joint ventures and partnerships between universities and external units; and partnerships between international universities to become places that attract international human resources to study here. To do so, schools must have hubs with models similar to those of foreign schools and then there must be a clear mechanism for joint ventures and partnerships.

Associate Professor Dr. Pham Tien Dat also recommended that Ho Chi Minh City pay attention to helping schools speed up procedures related to infrastructure investment. Because currently many schools are facing the situation of "having money but making investment is very difficult". For example, issues related to fire prevention, planning, environmental impact assessment, and investment are all very difficult.

“My school received a facility in Long Truong ward (Thu Duc city) with 8 hectares, all the investment has been made but the road leading to the school is currently very difficult. It is just a 3.5m alley, the school is willing to spend money to invest in this alley but the mechanism does not allow it,” Mr. Dat stated the reality.

According to the principal, with a large land area, the school wants to invest in building more lecture halls and multi-purpose gymnasiums, but will have to wait due to the city's 1/2,000 planning.

In return, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai requested that school units with similar problems and difficulties as the University of Finance - Marketing should send information to the City People's Committee Office for synthesis and submission to the leaders for direction and resolution. In this particular case, the Ho Chi Minh City People's Committee will discuss with Thu Duc City to resolve the issue soon.

Regarding the activities of the University Presidents' Council, Mr. Phan Van Mai suggested that the Department of Education and Training and the Department of Home Affairs discuss with the Chairmen of the Industry Councils to review and assign a city department to participate in a permanent role in the industry councils to facilitate the council's activities, link with the city's orientation, strategy, and plans, and resolve difficult and problematic issues.

Sharing that Ho Chi Minh City is in the preparation stage for implementing the Ho Chi Minh City planning and the city's general planning, Mr. Mai suggested that the City Council of Rectors and departments study and propose specific issues for the city in implementing the city's planning organization to promote the intelligence and resources of universities for the city's development.

Discussing the mechanisms, the Chairman of the Ho Chi Minh City People's Committee said that in the immediate future, it is necessary to apply existing legal bases, including applying Resolution 31 of the Politburo to apply Resolution 98 of the National Assembly, Resolution 131 of the National Assembly and Decree 84 of the Government for implementation.

Regarding the project of training human resources at international standards, with Ho Chi Minh City already having products of 5 projects, Mr. Mai suggested immediately converting them into an implementation plan with specific participation of members and universities.

Increase budget spending for education and training activities

At the conference, Dr. Cao Vu Minh - Head of the Department of Constitutional and Administrative Law, University of Economics and Law (VNU-HCM) said that according to the 2019 Education Law, the State prioritizes ensuring that the budget for education and training (GD&DT) is at least 20% of the total state budget expenditure. However, in reality, over the past 20 years, this minimum expenditure of 20% has also been the maximum expenditure. According to him, through a survey, the central and local budget expenditure for GD&DT only stopped at a maximum of 21%.

“With the inflation rate, the constant development of science and technology, and the development of the 4.0 revolution, the above 20% spending level is not increasing but somewhat stagnant when compared to other countries,” Dr. Minh assessed and suggested having a mechanism of empowerment or more specific regulations based on the increase in budget spending for education and training activities.
