Previously, on August 10, Ngo Quyen High School - Dong Anh decided to stop training a student in class 12A5. The reason was that the school did not have enough conditions to meet the training needs as requested by the student's parents.
The school announced that the suspension of training for student H. will start from August 10.
According to the decision, this student will be given the opportunity to transfer schools according to the wishes of his parents. All student rights will be revoked at Ngo Quyen High School - Dong Anh from August 10.
Regarding the information reflecting that students were notified by Ngo Quyen High School - Dong Anh to "stop training" right before the new school year due to parents' opinions about the training program, on the afternoon of August 15, the Hanoi Department of Education and Training said it had received the information.
The Department requires principals to be responsible for arranging students into classes in accordance with regulations. The arrangement of students into classes is carried out with the consent of students, parents and the consensus of all teachers in the pedagogical council.
Through this, the Department also requires the school to strictly implement the disclosure of information about the school in accordance with the provisions of Circular 09/2024/TT-BGDDT dated June 3, 2024 of the Ministry of Education and Training regulating the disclosure in the activities of educational institutions in the national education system.
Public information as prescribed includes: general information about educational institutions; financial revenues and expenditures; conditions for ensuring the quality of general education activities; plans and results of general education activities.
The Department also requires schools to strictly implement regulations of the education sector, ensuring the rights and legitimate aspirations of the school's students.
At the same time, the school reports the implementation results to the Hanoi Department of Education and Training (through the secondary education department and the department's inspectorate) before August 16, 2024.
Parents say "stopping training" is illegal
Previously, Mr. Nguyen Dang Bang (Dong Anh, Hanoi) submitted a complaint about Ngo Quyen High School - Dong Anh deciding to "stop training" his daughter.
According to Mr. Bang, on August 10, on behalf of the principal and vice principal of Ngo Quyen High School - Dong Anh, Mr. Nguyen Nhu Tuan signed and stamped the decision to stop training for Mr. Bang's daughter.
The decision clearly stated the reason for stopping training as "the school does not have enough conditions to meet the training needs as requested by parents".
Mr. Bang said that on July 7, the parents' association of class 11A5 was invited by the principal of Ngo Quyen High School - Dong Anh to the school to discuss the orientation of organizing high-quality class 12A5 for the 2024-2025 school year.
"The school board only spoke generally about the orientation of the high-quality class and asked us parents to apply for our children to enter the high-quality class. We are very supportive of this school program and have applied for our children.
However, due to some remaining questions, the parents' association asked me to schedule a meeting with the school to discuss the details.
After 2 weeks, the school board invited me to come and work. In response to the questions raised by our parents' committee, Mr. Tuan answered in a roundabout way and continuously emphasized that if any parent found this environment unsuitable, they should transfer their child to another environment. At the end of the meeting, Mr. Tuan did not sign the minutes and said that he would report the content of that day's work to the school board, and would answer the parents' questions at the next meeting," Mr. Bang explained.
Mr. Nguyen Dang Bang said that the decision to stop training students was "not in accordance with the law and not in accordance with the criteria of the education sector".
According to him, questions about the training program are between parents and schools, there is no reason to force students to drop out of school. This has seriously affected students' psychology.
