A student (in Ho Chi Minh City) said that he is studying for a second degree at Duy Tan University in 2021 via distance learning. Recently, he received a notice requiring him to pay 900,000 VND in graduation fee.

Paid for diploma printing but not satisfied

When students asked the representative at Duy Tan University office in Ho Chi Minh City (the person who directly communicated with and managed the student group) to explain this source of income, they did not receive an answer.

Students only received a decision "On promulgating university tuition fees in 2024" signed by the school principal.

Accordingly, the decision to issue the fee collection level has a graduation certificate fee item, with detailed content "fees for university graduation certificates, distance learning, and 2nd degree".

Talking to Tuoi Tre Online , this student said: "I am studying in the 2021 enrollment course, the above decision takes effect from January 2, 2024. The time I receive my diploma is early August 2024, so I have to pay an additional fee of 900,000 VND.

However, I wonder what that fee actually is because we did not attend the graduation ceremony, but only received the diploma through the post office."

This student said that the university graduation fee of 900,000 VND is too high compared to the normal university graduation fee. The student said that he paid the fee but found it unsatisfactory.

"Includes all costs of making blanks and printing"

Responding to the above information, Mr. Nguyen Trung Thuan - Director of the Center for Online Training and 2nd Degree, Duy Tan University - said: "This 900,000 VND graduation fee includes all printing and diploma blank costs.

This is the general regulation of Duy Tan University, including fees for distance university system, 2nd degree. According to the 2018 amended law, applied from 2019, the training systems award the same degrees, without specifying the training system on the degree. Each university designs its own model and prints the university education diploma template.

In response to the response from the representative of Duy Tan University, this student said: "I find the explanation unconvincing. The fee for purchasing the blank and printing information on the diploma is 900,000 VND, which is too high."
