The Department of Education and Training (DET) of Dak Lak province has issued a Notice of conclusion of the inspection of the management work of the Principal of Dak Lak Pedagogical College (ĐĐSP).

Through inspection, the delegation discovered that in 2 years (2018, 2019), Dak Lak College of Education recruited 39 more students than the quota for the regular Preschool Education (PED) program.

For the enrollment of the College-level Early Childhood Education program (bridged from the College of Early Childhood Education) - Work-Study System (VLVH), the school also recruited more than the prescribed quota of 100 students in 2 school years.

Specifically, in the 2021-2022 school year, the school recruited 87 more students than it could afford; in the 2022-2023 school year, it recruited 13 more students than it could afford. Therefore, up to now, 52 candidates have taken the graduation exam in June 2023, but have not been granted graduation certificates in time, affecting the rights of the students.

In addition, in the 2021-2022 and 2022-2023 school years, Dak Lak College of Education recruited students for a teacher upgrading class without meeting the prescribed requirements, resulting in 47 students who took the graduation exam (April 2023) but were not awarded a graduation certificate and 30 candidates were not allowed to take the graduation exam on June 22-23, 2024.

Thus, a total of 99 students have taken the graduation exam but have not been awarded their diplomas in time. In addition, the school has not been able to implement the enrollment plan for the VLVH system for the 2023-2024 school year.

Dak Lak College of Education has many violations in enrollment work.

It is worth mentioning that the above violations of Dak Lak Pedagogical College have been inspected, pointed out and required to be corrected by the authorities. However, the school has not yet corrected them, leading to the repetition of the violations.

Even though the enrollment exceeded the target, the school did not report enough content, time, and the actual situation to ask for the opinion of the Ministry of Education and Training for timely direction.

In addition, the Department of Education and Training also concluded many other violations at this school such as: Correcting graduation certificates without stating the reason; not publicizing cases of diploma revocation according to regulations; The school contracted teachers and staff to pay salaries from the state budget but did not ask for the opinion of the Department of Education and Training (currently 4 contracts have been terminated);

Monthly assessment and classification have not been conducted; Decisions on recognition of assessment and classification results of the quality of civil servants and employees for the 2022-2023 school year have not been issued; The commendation and replication of advanced models in emulation movements, examples of "good people, good deeds" among cadres, teachers, staff and students have not been given due attention; More than 158 million VND has not been paid to the State Budget according to the conclusions of previous inspections and audits.

The problem of 2 collective houses (official houses) previously built for staff and teachers to live in with a fee has not been resolved. In recent years, the tenants have not complied with the school's general regulations on renting (House No. 1 was rented by Mr. Nguyen Manh Hung, a former official of the Department of Education; House No. 2 was rented by Mr. Le Van Thinh, a former lecturer of the Faculty of Foreign Languages).

Some service leased assets do not have a plan to use public assets for leasing purposes according to regulations (Broadcasting station; ATM; 2-room photocopying room)...

The Department of Education and Training requested Dak Lak College of Education to report the results of overcoming the above shortcomings and limitations before September 30.
