On August 12, the State Capital Management Committee at Enterprises held a conference to hand over the National Power System Dispatch Center (A0) from Vietnam Electricity Group, the State Capital Management Committee at Enterprises (SCMC) to the Ministry of Industry and Trade.
The National Power System Control Center has now been transferred to the Ministry of Industry and Trade under the name of National Power System and Market Operation Company Limited (NSMO).

Regarding the relationship between EVN and NSMO after transferring to the Ministry of Industry and Trade, EVN said that it has basically completed the Draft Contract for providing power system dispatching services and operating electricity market transactions between EVN and NSMO; and is building a coordination regulation between EVN and NSMO in the process of building annual plans and operating the power system and electricity market, reporting to the Ministry of Industry and Trade for approval to ensure power supply with the most effective plan.
EVN continues to review assets and resources owned by EVN that NSMO needs to use, exploit and other issues arising after the handover date to discuss, agree, and sign contracts/agreements for implementation. At the same time, continue to carefully review power purchase contracts for BOT power plants and imported power projects, continue to work with BOT power plants, proactively find solutions or propose solutions to competent authorities to avoid complaints and lawsuits.
EVN Chairman Dang Hoang An pledged to coordinate and support NSMO to absolutely ensure safe, stable and reliable operation of the power system; at the same time, continue to research and make recommendations to competent authorities to implement feasible solutions, in accordance with the law, to support NSMO to operate stably and continuously after its establishment.
Mr. Nguyen Hoang Anh, Chairman of the State Capital Management Committee at Enterprises, affirmed: "The separation of A0 and the establishment of NSMO under the State Capital Management Committee and the transfer to the Ministry of Industry and Trade is not only a change in organizational structure but also a big step forward, affirming the development and maturity of the Vietnamese electricity industry in the new period."
Minister of Industry and Trade Nguyen Hong Dien emphasized that the regulation and operation of the national electricity system and market in a safe, stable and reliable manner is a very important task, under the authority of state management agencies to ensure objectivity, impartiality and fairness among affected subjects.
Therefore, the Government and the Prime Minister have decided to separate A0 from EVN and establish NSMO with 100% state capital to operate independently from EVN. At the same time, the transfer of the right to represent state capital ownership to the Ministry of Industry and Trade for management by the Ministry of Industry and Trade has full functions, apparatus and specialized human resources to effectively carry out this task.
"This is also an objective and inevitable requirement of the process of operating the national power system and the competitive electricity market according to the market mechanism as directed by the Prime Minister, thereby contributing to ensuring energy security, serving socio-economic development and people's lives," Minister Nguyen Hong Dien affirmed.
According to Minister Dien, although A0 (now NSMO) has been separated from EVN, both are state-owned enterprises, assigned the task of ensuring national electricity security under the state management of the Ministry of Industry and Trade and the State Capital Management Committee at Enterprises.
NSMO's charter capital at the time of establishment was VND 776 billion. The additional charter capital and the source of additional charter capital for NSMO during its operation will be determined by the owner's representative agency based on the provisions of the Law on Management and Use of State Capital Invested in Production and Business at Enterprises and other relevant legal provisions, based on reviewing the actual progress of NSMO's investment projects. NSMO inherits all rights, obligations and legitimate interests of A0 that A0 and EVN are performing related to A0 according to the provisions of law. |
