On the morning of June 28, 2024, the National Assembly passed the Law on the Capital (amended), consisting of 7 chapters with 54 articles, clearly defining the position and role of the Capital; policies and responsibilities for building, developing, managing and protecting the Capital. The Law takes effect from January 1, 2025, except for the case specified in Clause 2, Article 54, which takes effect from July 1, 2025.

Immediately after that, the City proactively issued Plan 225/KH-UBND dated July 22, 2024 on implementing the Capital Law. In particular, focusing on a number of key tasks such as: Propagating, disseminating, thoroughly implementing the law; comprehensively implementing all 3 decrees, performing 96 tasks...

According to the report of the Hanoi Department of Culture and Sports, up to now, the City People's Council has more than 20 resolutions on the field of culture and sports; the City People's Committee has also issued many legal documents on cultural and sports activities. The Capital Law 2024 is an opportunity for the culture and sports sector to continue advising the City People's Council and People's Committee to issue mechanisms and policies to promote the development of this field.

As soon as Plan 225/KH-UBND dated July 22, 2024 of the City was issued, the Department proactively developed a draft Plan to implement the Capital Law of the Department of Culture and Sports and an appendix assigning detailed tasks, with the aim of organizing the implementation of the Law to ensure timeliness, synchronization, unity, effectiveness and efficiency. At the same time, it determined the work contents, completion deadlines and responsibilities of relevant departments and units in organizing the implementation of the law.

Regarding Hoan Kiem district, Chairman of the District People's Committee Pham Tuan Long said that the district is currently implementing two contents at the same time. The first is to implement detailed plans, the second is to develop green transport associated with assessment, traffic flow, and reorganization in the area. One of the outstanding results of Hoan Kiem in recent times is to promote decentralization and authorization to wards, which has produced extremely positive results.

At the meeting, representatives of departments, units, delegates and experts attending raised many opinions on implementing the Capital Law in 2024. Permanent Vice Chairman of Hanoi People's Committee Le Hong Son directly answered the opinions and assigned specific tasks to the units to prepare a project to submit to the City to implement the contents of the Law in the coming time.

In his concluding remarks, Permanent Vice Chairman of the City People's Committee Le Hong Son informed that the Standing Committee of the City People's Council plans to organize two thematic meetings of the City People's Council to review and decide on detailed regulations and mechanisms and policies to implement the 2024 Capital Law. One meeting is expected to be held in November 2024.

Regarding the task groups to implement the Capital Law in the field of culture and sports as well as in Hoan Kiem district, Permanent Vice Chairman of the City People's Committee Le Hong Son emphasized that it is necessary to propagate and disseminate the content of the Capital Law 2024 uniformly across all units; review each field to determine the tasks of developing detailed legal documents.

It is necessary to launch an emulation movement to soon put the Capital Law 2024 into practice, ensuring quality and efficiency, serving the development of the Capital in accordance with the orientation of Resolution No. 15-NQ/TW of the Politburo on the direction and tasks of developing the Capital Hanoi to 2030, with a vision to 2045.
