The dispatch stated that, implementing the Land Law No. 31/2024/QH15, the Housing Law No. 27/2023/QH15 and the Real Estate Business Law No. 29/2023/QH15, the Government, the Prime Minister, ministries and local branches have urgently developed and promulgated detailed regulations under their authority to take effect from August 1, 2024, concurrently with the Laws. The Government and the Prime Minister commend the efforts of ministries, branches and localities and highly appreciate the participation of the National Assembly Committees, the critical opinions and enthusiastic contributions of the Central Committee of the Vietnam Fatherland Front, socio-political organizations, associations, business communities, press agencies, experts, scientists and the People to promulgate detailed, unified and feasible regulations in accordance with practical requirements, taking effect 5 months earlier than January 1, 2025. In order for the new policies of the Land Law, Housing Law and Real Estate Business Law to be effectively implemented in practice, creating new momentum for socio-economic development, creating a favorable investment and business environment for enterprises and people, the Prime Minister requests the Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Councils, Chairmen of People's Committees of provinces and centrally run cities to: The Central Government shall immediately implement the following tasks: The Ministers of the Ministries of Natural Resources and Environment, Construction, Finance, Home Affairs, and Labor, War Invalids and Social Affairs shall promptly guide and organize training for localities on new policies stipulated in the Laws and detailed regulations to effectively implement and bring new policies into practice. Direct the inspection, urge and guide the issuance of detailed regulations according to the authority prescribed in the Law and the Decrees detailing the implementation of the Law in localities, and report to the Prime Minister before August 20, 2024. Immediately implement the review, announcement and urge and guide localities to publicly announce administrative procedures on the Government's Public Service Portal, the electronic information portals of ministries, branches and localities, and publicly post them at the places where administrative procedures are received according to the provisions of law so that people and businesses know, implement and monitor the implementation. Organize extensive propaganda, dissemination and legal education among all classes of people, the business community, and overseas Vietnamese about innovations in land, housing and real estate business policies, especially on the right to access land and housing; the rights, obligations and concerns of the State towards social policy subjects; decentralization and delegation of power; reform administrative procedures; incentives, investment attraction, land prices... to raise awareness and responsibility in law enforcement and law enforcement supervision. Develop publications on land law, housing, real estate business, question and answer handbooks, including publications in ethnic languages, to widely disseminate to people in all regions and areas nationwide. Ministries and branches, according to their assigned authority and functions and tasks, direct, guide, monitor and inspect the implementation of the Land Law, Housing Law, and Real Estate Business Law; promptly guide and remove arising problems within their authority; report to the Prime Minister on issues beyond their authority. People's Councils and People's Committees of provinces and centrally run cities focus resources, ensure necessary conditions, direct the implementation of the Land Law, Housing Law, and Real Estate Business Law, especially the implementation of new authorities and tasks stipulated in the Laws; Proactively coordinate with relevant ministries and branches to resolve problems arising in practice in localities; promptly report to the Government and the Prime Minister on issues beyond their authority, not allowing congestion to affect socio-economic development, and the legitimate rights and interests of the People and businesses. For localities that have not yet issued detailed regulations under the authority prescribed in the Law and Decrees detailing the implementation of the Law, they must urgently complete them before August 20, 2024. People's Committees at all levels must urgently organize conferences in August 2024 to disseminate and train cadres, civil servants and public employees on new regulations of the law on land, the law on housing, and the law on real estate business to understand correctly, fully and implement them in a unified, synchronous and effective manner. Strengthening the dissemination and popularization of laws to people and businesses to raise awareness and responsibility, creating consensus in law enforcement and monitoring law implementation. Directing the public announcement of administrative procedures on the Government's Public Service Portal, local electronic information portals, and posting them publicly at places where administrative procedures are received according to the provisions of law so that people and businesses know how to implement and monitor the implementation. Strictly implementing the coordination between agencies and units in handling administrative procedures to ensure strictness, timeliness and efficiency, especially groups of administrative procedures and interconnected public services; receiving and handling feedback and recommendations; leaders regularly organize dialogues with people and businesses. The Voice of Vietnam, Vietnam Television and news agencies and newspapers are responsible for disseminating and popularizing content, opening special pages and columns to introduce important innovations of the 2024 Land Law, the 2023 Housing Law, the 2023 Real Estate Business Law and sub-law documents. The Prime Minister requested the Central Committee of the Vietnam Fatherland Front and its member organizations such as the Ho Chi Minh Communist Youth Union, the Vietnam General Confederation of Labor, the Vietnam Farmers' Union, the Vietnam Women's Union, the Vietnam Veterans' Association and other mass organizations to develop and implement a program to disseminate land law, housing law and real estate business law to members. Deputy Prime Minister Tran Hong Ha is assigned to directly monitor and direct the implementation of this Official Dispatch. The Government Office regularly monitors the situation and promptly reports to the Prime Minister and Deputy Prime Minister in charge on urgent and arising issues.
