HCMC: Strengthening conditions to ensure safety for children at the beginning of the new school year

On the morning of August 14, the Department of Education and Training of Ho Chi Minh City held a conference to summarize the 2023-2024 school year and deploy tasks for the 2024-2025 school year for preschool education.

According to the report of the Department of Education and Training of Ho Chi Minh City, by the end of the 2023-2024 school year, the whole city has 474 public kindergartens and 774 private schools. Of which, children studying at public schools account for 38.7%, the remaining 61.3% of children study at private schools.

In addition, in Thu Duc City and 21 districts, there are 1,955 private independent classes in operation, an increase of 219 classes compared to the end of the 2022-2023 school year.

In the 2023-2024 school year, Ho Chi Minh City prioritizes allocating funds to invest in construction, upgrading, renovating, and repairing preschool facilities with a total cost of more than VND 294 billion.

“In order to help people choose a safe place to take care of their children, the Department of Education and Training of Ho Chi Minh City publicly announces a list of preschools on the department's information portal, mass media and notices to residential groups, specifically listing childcare groups, kindergarten classes, and private independent preschool classes that have been licensed, unlicensed or suspended in the area,” said Ms. Luong Thi Hong Diep, Head of the Preschool Education Department (Department of Education and Training of Ho Chi Minh City).

Currently, one of the difficulties of this level of education is that the number of non-public preschools accounts for a high proportion but there are difficulties in implementing regulations on facility standards, and the rate of schools meeting national standards is still low.

Meanwhile, for public preschools, paying salaries to contract staff (including cooks, waiters, security guards, and janitors) is difficult because the state budget does not provide funds to pay salaries for this group.

To remove difficulties for units, the Department of Education and Training of Ho Chi Minh City proposed that the Ministry of Education and Training adjust Decree 111/2022/ND-CP (dated December 30, 2022) of the Government on contracts for some types of work in administrative agencies and public service units to help staff involved in nurturing, caring for and educating children feel secure in their work.

In the 2024-2025 school year, the city will increase the mobilization of social resources to invest in developing preschool education; improve the capacity of management staff and teachers; apply advanced educational models and methods in the region and the world to suit the city's conditions.

Recognizing and appreciating the efforts of educational institutions, Deputy Director of the Department of Education and Training of Ho Chi Minh City Le Thuy My Chau said that although the pressure of increasing population is quite high, educational institutions in particular and local authorities in general have made efforts to implement many solutions to ensure study places for local people.

The Deputy Director of the Department of Education and Training of Ho Chi Minh City suggested that educational institutions pay attention to welcoming children to school at the beginning of the new school year, and enhance conditions to ensure children's physical and mental safety. The entire sector promotes digital transformation in the management and implementation of educational programs, completes databases, and strengthens communication work.
