In Ho Chi Minh City, the work of the Youth Union and the youth movement is always given top priority. From investing in building resolutions and policies related to the city’s youth to investment policies for science, education and training, startups, and innovation, the goal is to encourage young people.
On August 6, Working Group No. 5 of the Central Steering Committee summed up 15 years of implementing Resolution 25 of the 10th Party Central Committee on strengthening the Party's leadership over youth work in the period of promoting industrialization and modernization and 10 years of implementing Conclusion 80 of the Politburo on promoting the implementation of Resolution 25. They had a survey and working session in Ho Chi Minh City.
The working session was chaired by comrades: Nguyen Lam, Deputy Head of the Central Mass Mobilization Commission, Deputy Head of the Steering Committee, Head of Delegation No. 5; Nguyen Ho Hai, Standing Deputy Secretary of the Ho Chi Minh City Party Committee.

Need a civil service examination mechanism suitable for youth workers
At the meeting, delegates exchanged and discussed many contents revolving around youth work in the new period. According to Vice Chairwoman of the Ho Chi Minh City People's Committee Tran Thi Dieu Thuy, in Ho Chi Minh City, the work of the Youth Union and the youth movement are always given top priority. From investing in building resolutions and policies related to the city's youth to investment policies for science, education and training, startups, and innovation, goals are also set to encourage youth groups.
In addition, the policies of the grassroots Party Committee also pay great attention to the youth. On the contrary, the youth are also very active, advising on many meaningful and practical movements. "There are movements that were initially only movements of the youth union with small activities, later becoming common activities of the city or activities of the whole system", said Vice Chairwoman of the Ho Chi Minh City People's Committee Tran Thi Dieu Thuy.

Regarding Resolution 25, Comrade Tran Thi Dieu Thuy suggested that there should be a recruitment mechanism for civil servants working in youth work. According to her, cadres working in the Youth Union must take civil service exams, but in reality, those who do very well in youth work do not pass the civil service exam, and those who pass the civil service exam do not do well in youth work. Therefore, there should be a civil service recruitment mechanism that is more suitable for those working in youth work.
Agreeing with the above opinion, Head of the Ho Chi Minh City Party Committee's Mass Mobilization Commission Nguyen Manh Cuong informed that the Standing Committee of the Ho Chi Minh City Party Committee has made a specific report and recommendations, including a proposed mechanism to recruit union cadres from the grassroots level. This also has advantages in the recruitment process in selecting and arranging union cadres at all levels to ensure professional qualifications and expertise. However, this recruitment has not yet met the requirements for supplementing the staff. The reason is that when transferring from civil servants to public employees, there is a problem with age.
In addition, Resolution 25 has a state management agency for youth, however, the mechanism, functions and tasks of the Youth Council have not been maintained. In the province and city, the current youth management agency is the Department of Home Affairs, after the reorganization, this department no longer exists.

Also expressing his opinion at the meeting, Permanent Vice Chairman of the Vietnam Fatherland Front Committee of Ho Chi Minh City Nguyen Thanh Trung said that it is necessary to perceive that building the youth union is a step ahead for Party building work.
According to comrade Nguyen Thanh Trung, to do good Youth Union work, we must have a team of good Youth Union cadres. "What can we do to have a team of Youth Union cadres who know how to do it, are willing to do it, and like to do it?", comrade Nguyen Thanh Trung asked and said that to do that, we must have appropriate mechanisms and create an environment for young people to work.

From a local perspective, Nguyen Thanh Nam, Standing Deputy Secretary of the District 3 Party Committee, said that youth work in Ho Chi Minh City has achieved many results in recent times, but the work of gathering youth in residential areas is still difficult. In particular, Ho Chi Minh City has recently reorganized neighborhoods and hamlets according to the regulations of the Central Government, and the Youth Union branches and associations have also been rearranged. Through a survey of the locality, there is currently a Youth Union branch with only 2 members, without a Youth Union branch Secretary, the locality has to send Youth Union members who are cadres and civil servants of the ward to work as Youth Union branch Secretary in the neighborhood. Comrade Nguyen Thanh Nam hopes that in the coming time, there will be solutions to build a youth force in the neighborhood.
Specify policies according to the characteristics of each locality
Discussing further with the survey delegation about the characteristics of Ho Chi Minh City, Standing Deputy Secretary of the Ho Chi Minh City Party Committee Nguyen Ho Hai said that when Ho Chi Minh City was affected by the Covid-19 pandemic, the role of the city and the youth of the whole country towards the city was very strong, through many tasks and on all fronts, there was the initiative of the youth force.
"This clearly demonstrates the spirit of volunteering to serve the people of Ho Chi Minh City youth in particular and youth across the country in general," emphasized comrade Nguyen Ho Hai.

In order for youth work in the coming time to be suitable to the new situation, comrade Nguyen Ho Hai said that the general policy must be concretized by legal regulations, but it must depend on the characteristics of each locality. At the same time, there must be solutions so that the role of the Youth Union organization must truly be the leader on all fronts.
Comrade Nguyen Ho Hai suggested that Party committees, authorities, departments, the Vietnam Fatherland Front, and organizations continue to raise awareness and views on the important role of youth; focus on leading and directing the building and development of young cadres, promoting the role of Youth Union organizations at all levels in advising and promptly implementing Party policies and State laws related to youth work. Party committees at all levels need to pay attention to creating conditions for Youth Union chapters at all levels to participate in Party building, government building, promoting the role of Youth Union organizations in participating in and undertaking a number of tasks in the local socio-economic development program.

In his concluding remarks, Deputy Head of the Central Committee for Mass Mobilization Nguyen Lam commented that the youth work of Ho Chi Minh City has achieved many results in recent times. Many contents in the activities of the Youth Union and the city's youth movement have created a strong effect and spread to the youth movement nationwide; many volunteer campaigns have attracted the participation and companionship of a large number of young people in the city and even international youth.
Comrade Nguyen Lam affirmed that the working delegation would receive and fully absorb the results and recommendations of the city on youth work in the coming time and synthesize and report to the Party Central Committee for adjustment and supplementation, in order to have policies on youth work that meet the increasing requirements.
