In connection with the difficulties in implementing Resolution 98/2023/QH15, HCM City's Executive Committee requested the Prime Minister to instruct the Ministry of Industry and Trade to coordinate the city to speed up the completion process, issuing a Decree on the mechanism and policy for encouraging the development of rooftop solar installations at homes, public agencies, industrial parks.
The city also petitioned the government to look into entanglements in carbon credits purchases by project owners, especially when buying and selling carbon credits on foreign markets.
Speaking at the conference, HCMC City Committee Secretary Nguyen Van Nen pointed out the limitations of decentralization and delegation to implement Resolution 98 in practice is still bogged down, not synchronized, causing many problems.
He also pointed out that the administrative reform and transformation is still limited, causing problems for people and businesses.

Central budget request for support to expand the high-tech zone
At a meeting of the HCM City Council, the Prime Minister requested that the government approve an investment policy decision soon. Drainage, Sewage and Adaptation to Climate Change Improvement Project in the Tham Luang - Ben Cat Basin (CRUS 1) and Drainage and Sewage Improvement and Adaption to climate change project in the West Saigon basin (CRUS 2) CRUS1 and CRUS; the Medical-Pharmaceutical Specialized Industrial Park Project.

Regarding financial issues, HCM City requested the Prime Minister to promptly resolve the problems of Saigon Joint Stock Commercial Bank (SCB) and Van Thang Phat in order to contribute to promoting socio-economic development of the city.
As for the ring roads, the City requested the Prime Minister to approve a policy allowing the implementation of the Beltway 2 Construction Project in HCMC, the section from Phu Quoc Bridge to Võ Nguyên Giáp Road and the section from Võ Nguyê Giáp to Phạm Văn Đồng Road with mechanisms similar to those already implemented for the Beltway 3 Project, including prior approval of the project's ground clearance line in order to accelerate its implementation.
The city also requested the Prime Minister to direct early completion through a decision approving the investment strategy of Cần Giờ International Transit Port Project; Urban railway system development project; Vietnam International Financial Center in HCMC.
In order to implement projects in HCM City as soon as possible, Minister of Planning and Investment Nguyen Chi Dung requested the Prime Minister to assign ministries to continue supporting and guiding HCMC to implement tasks on time, ensure quality, correct sequence, procedures.
Among them, HCM City continues to perfect its policy of attracting strategic investors; implementing carbon credit content; TOD projects; striving to submit the Prime Minister's approval for the Necessary International Transit Port Construction Research Project; Urban railway system development project this year.
