The leaders of the Ho Chi Minh City Department of Education and Training have given instructions on the tasks for the new school year 2024-2025 in organizing the teaching of foreign languages ​​1, according to the primary school general education program.

Suitable for local conditions and capabilities

Accordingly, for grades 1 and 2, schools continue to implement the elective English program to ensure the requirements specified in the 2018 General Education Program. For foreign languages ​​other than English, including German, Korean, Russian, Japanese, French and Chinese, the Ministry of Education and Training has issued programs. Based on the implementation conditions of educational institutions and the needs of students and parents, educational institutions are encouraged to proactively implement elective teaching in grades 1 and 2 and select teaching materials according to the regulations of the Ministry of Education and Training.

"When implementing the teaching of optional foreign language 1 in grades 1 and 2, it is necessary to pay attention to ensuring connectivity with the compulsory foreign language subject from grade 3; the teaching time is suitable for the initial familiarization learning form, not overloading students; conducting assessment and evaluation. In particular, focusing on regular assessment to support learning, not using assessment results to consider grade promotion; the teaching of optional foreign language 1 in grades 1 and 2 must be reflected in the school's education plan according to regulations", Deputy Director of the Department of Education and Training Nguyen Bao Quoc requested.

According to the leader of the Ho Chi Minh City Department of Education and Training, for English, textbooks from the list of textbooks approved by the Ministry of Education and Training will be used; for the remaining subjects, educational institutions will select materials according to their prescribed authority.

For students in grades 3, 4 and 5, in the new school year 2024-2025, schools will implement solutions to organize the teaching of compulsory foreign language 1; choose from foreign language 1 subjects that have met the conditions for implementation (the list of textbooks has been approved by the Ministry of Education and Training) in accordance with the organizational capacity of educational institutions, the needs of students and parents, ensuring connectivity and following the requirements specified in the foreign language program and the guiding documents of the Ministry of Education and Training.

Educational institutions deploy the use of computer-based and online English learning materials at primary level according to Plan No. 160/KH-BGDĐT23 to ensure quality, practicality, and suitability to local conditions and capabilities.

Depending on school conditions, student needs, and parents

According to the Department of Education and Training of Ho Chi Minh City, depending on the specific conditions of the school and the needs of students and parents, educational institutions, after implementing the teaching sessions according to the program, can organize additional foreign language teaching activities, teaching foreign languages ​​with foreign teachers, teaching foreign languages ​​through software, teaching foreign languages ​​through math and science. Schools with conditions can register to implement the Project "Teaching and learning math, science and English integrating English and Vietnamese programs" at public schools in Ho Chi Minh City, helping students achieve the output standards according to Decision No. 2769/QD-UBND of the Ho Chi Minh City People's Committee.

"Encourage educational institutions to implement voluntary socialization in foreign language teaching to increase study time; teach foreign languages ​​through math and science topics; teach some subjects in foreign languages. Strengthen the organization for teachers and students to learn foreign languages ​​through television, media, and other suitable learning resources. Promote foreign language practice through activities such as reading stories, experiential activities, creating foreign language environments outside the classroom, playgrounds, and exchanges for students according to the direction of the Ministry of Education and Training", said the leader of the Ho Chi Minh City Department of Education and Training.
