This afternoon, August 14th, the Ho Chi Minh City Department of Education and Training held a conference to summarize the 2023-2024 school year and implement tasks for the 2024-2025 school year at the primary school level. Leaders of the Ho Chi Minh City Department of Education and Training provided guidance on the tasks for the new 2024-2025 school year, particularly regarding the organization of teaching foreign languages (Level 1) according to the primary school general education program.

Accordingly, for grades 1 and 2, schools will continue to implement the optional English program, ensuring compliance with the requirements stipulated in the 2018 General Education Program. For other foreign languages besides English, including German, Korean, Russian, Japanese, French, and Chinese, for which the Ministry of Education and Training has issued curricula, based on the implementation conditions of the educational institution and the needs of students and parents, educational institutions are encouraged to proactively implement optional teaching in grades 1 and 2 and select teaching materials in accordance with the regulations of the Ministry of Education and Training.
"When implementing the elective foreign language 1 course in grades 1 and 2, attention should be paid to ensuring continuity with the compulsory foreign language course starting from grade 3; the teaching time should be appropriate for the initial introductory learning format, without overloading students; and assessment should be implemented. Emphasis should be placed on regular assessment to support learning, not using assessment results for promotion to the next grade; the elective foreign language 1 course in grades 1 and 2 must be included in the school's educational plan as prescribed," Deputy Director of the Department of Education and Training Nguyen Bao Quoc requested.
According to the leaders of the Ho Chi Minh City Department of Education and Training, for English, textbooks from the list of textbooks approved by the Ministry of Education and Training will be used; for other subjects, educational institutions will select materials according to their prescribed authority.

For students in grades 3, 4, and 5, in the new school year 2024-2025, schools will implement solutions to organize the teaching of compulsory first foreign language; selecting from the first foreign language subjects that meet the conditions for implementation (with textbooks approved by the Ministry of Education and Training) suitable to the organizational capacity of educational institutions, the needs of students and parents, ensuring continuity and compliance with the requirements stipulated in the foreign language curriculum and guiding documents of the Ministry of Education and Training.
Educational institutions implementing the use of computer-based and online English learning materials at the primary school level, in accordance with Plan No. 160/KH-BGDĐT23, must ensure quality, practicality, and suitability to local conditions and capabilities.
Depending on the school's conditions, the needs of the students, and the needs of the parents.
According to the Ho Chi Minh City Department of Education and Training, depending on the specific conditions of the school and the needs of students and parents, educational institutions, after implementing the curriculum-based lessons, may organize supplementary foreign language teaching activities, foreign language instruction with native English-speaking teachers, foreign language instruction through software, and foreign language instruction integrated with mathematics and science . Schools with the necessary resources can register to implement the "Integrated Teaching and Learning of Mathematics, Science, and English using the English and Vietnamese Curriculum" project in public schools in Ho Chi Minh City, helping students achieve the learning outcomes as stipulated in Decision No. 2769/QD-UBND of the Ho Chi Minh City People's Committee.

Promote foreign language practice through activities such as reading stories, experiential activities, creating a foreign language environment outside the classroom, and providing playgrounds and exchanges for students as directed by the Ministry of Education and Training," said a leader of the Ho Chi Minh City Department of Education and Training.
