On August 2, the Ho Chi Minh City People's Committee submitted a report to the Standing Committee of the City People's Council on amending and supplementing a number of articles of Resolution No. 02/2021 stipulating a number of policies to reward and encourage teachers, students, and trainees who won prizes in city, national, regional, and international competitions and teachers with achievements in training and fostering students and trainees who won prizes.

According to the Ho Chi Minh City People's Committee, after nearly 3 years of implementation, Resolution 02 has contributed to motivating teachers and students to strive to achieve higher achievements in studying and competitions.

However, besides the achievements, Resolution 02 still has some problems, not fully covering the contents that need to be rewarded for teachers and students, leading to a situation where timely encouragement is not given when students achieve high results in city and national competitions, especially in the fields of physical education, sports, arts and students with startup ideas.

Supplementing student reward policies

Therefore, in this submission, the People's Committee proposed that the People's Council add Clause 5a after Clause 5, Article 2 as follows: Students and trainees winning gold, silver and bronze medals in national sports competitions; Students and trainees winning first, second and third prizes in national cultural and artistic competitions and national student and trainee competitions with startup ideas sent by the Department of Education and Training and organized by the Ministry of Education and Training or co-organized by the Ministry of Education and Training.

Accordingly, Resolution 02 stipulates the beneficiaries of the general reward policy for national exams, while the City People's Committee's supplementary proposal adds the group of students who won prizes in competitions for excellent students in various subjects, scientific research competitions, and startup ideas. The reward levels remain the same as Resolution 02 currently in effect and only expand the beneficiaries.

Specifically, amend and supplement points a, b, c, d, and dd, Clause 1, Article 3 in the direction of the spending level for students and trainees who win prizes in international Olympic competitions in subjects, international science and technology research competitions and equivalents as follows: Gold medal (first): 200,000,000 VND; Silver medal (second): 160,000,000 VND; Bronze medal (third): 120,000,000 VND; Encouragement prize, thematic prize and prizes according to the prize structure: 50,000,000 VND.

Students and trainees who win prizes in regional Olympic competitions in subjects, regional scientific and technical research competitions and equivalents will receive the following levels: Gold medal (first): 120,000,000 VND; Silver medal (second): 90,000,000 VND; Bronze medal (third): 75,000,000 VND; Encouragement prizes, thematic prizes and other prizes according to the award structure: 30,000,000 VND.

Students who win prizes in competitions for excellent students in subjects; scientific and technical research; and students with national start-up ideas will receive the following prizes: First prize: 50,000,000 VND; Second prize: 40,000,000 VND; Third prize: 30,000,000 VND; Encouragement prize, thematic prize and prizes according to the prize structure: 20,000,000 VND.

Students who win first prizes in competitions for excellent students in subjects; scientific and technical research; and students with city-level startup ideas will receive the following amounts: Primary school level: 5,000,000 VND, secondary school level: 10,000,000 VND, high school level, vocational education: 12,000,000 VND.

Teams, groups of students (2 or more members) that win prizes in the prescribed competitions will receive twice the amount of money as individuals.

Add point g after point e, Clause 1, Article 3 as follows: Students and trainees who win prizes in physical education, sports and cultural and artistic competitions at the national level will receive the following levels: Gold medal (first): 7,500,000 VND; Silver medal (second): 5,000,000 VND; Bronze medal (third): 3,500,000 VND.

Teacher incentive policy

In particular, the City People's Committee's report also proposed to supplement the reward and incentive policies for direct teachers and teachers who participate in training and nurturing students and trainees who win prizes in student competitions and contests with startup ideas, physical education, sports, cultural and artistic competitions at the national and city levels to recognize, motivate and encourage teachers with good professional qualifications to actively participate in the task of nurturing students.

Specifically, amend and supplement point e, Clause 2, Article 3 as follows: Teachers with achievements in training and nurturing students and trainees who win prizes in exams and competitions specified in Clause 1, Article 3 of this Resolution shall enjoy the following levels:

• Teachers who directly train and nurture students and trainees who win prizes will receive 70% of the student's expenses.
• The collective of teachers participating in training and fostering students and trainees will receive 30% of the expenses of teachers directly training and fostering students and trainees who win prizes.

According to the City People's Committee, the total budget used for the reward policy for students who won prizes in exams, teachers who won prizes in exams, and teachers who trained and developed students who won prizes in exams is currently 12,700,040,000 VND.

It is expected that after adding the reward objects, the reward budget for students and trainees who won prizes in exams, teachers who won prizes in exams and teachers who trained and nurtured students who won prizes in exams will be 18,974,650,000 VND.
