The General Department of Taxation said: Revenue from crude oil reached 34,377 billion VND, equal to 74.7% of the estimate, equal to 97.3% compared to the same period last year; domestic revenue reached 985,325 billion VND, equal to 68.4% of the estimate, equal to 115.7% compared to the same period last year (domestic tax and fee revenue is estimated at 762,442 billion VND, equal to 70.3% of the estimate, equal to 111.2%).
There are 14/20 revenue items and taxes that have achieved good results, including some large revenue items such as: Revenue from foreign-invested enterprises; revenue from non-state economic sectors; personal income tax; fees; land and water surface rental; revenue from lottery activities... Overall, 26/63 localities have achieved good progress in implementing the budget.
The General Department of Taxation assessed that although the budget revenue for the first 7 months of 2024 was quite good, the good revenue mainly focused on corporate income tax, profit margin of production and business enterprises and lottery companies, and revenue and expenditure margin of the State Bank because basically 4/5 periods have been collected so far. If excluding these 3 items, domestic revenue managed by the tax authority only reached 62.3% of the estimate.
The General Department of Taxation's leaders commented: The budget revenue in the first 7 months was quite good, mainly concentrated in corporate income tax, remaining profits of state-owned enterprises and lottery companies, and the difference in revenue and expenditure of the State Bank. Excluding these 3 items, domestic revenue managed by the tax authority only reached 62.3% of the estimate. The results of the state budget revenue in the first 7 months show that the economy has shown signs of gradual recovery, but it is not uniform and sustainable among revenue items, taxes, localities, markets, industries, and fields; there are still 6/20 revenue items, taxes, and 37/63 localities with low collection progress compared to the estimate (below 65%).
In addition, many localities have effectively implemented land auctions and handovers, contributing to increasing land use fees, but in many areas the real estate market is still very difficult, land auctions have not been organized, and 36/63 localities have land use fee collection progress lower than the national average. Some localities with key revenue sources from automobile manufacturing and assembling enterprises have slow state budget collection progress in the first 7 months, especially 3 localities with revenue from automobiles accounting for a large proportion of total revenue such as: Vinh Phuc, Ninh Binh, Quang Nam.
Regarding the implementation of tax policies to support people and businesses, reducing environmental protection tax rates on gasoline (except ethanol), diesel oil, fuel oil, lubricants, grease, kerosene, and jet fuel (effective from January 1, 2024), it is estimated that the state budget revenue in the first 7 months of 2024 will decrease by about VND 19,792 billion.
The reduction in land rent in 2023 (effective from November 20, 2023) is estimated to reduce the state budget revenue for the first 7 months of 2024 by about VND 2,372 billion; the reduction in value added tax according to Resolution No. 110/2023/QH15 of the National Assembly based on the database of taxpayers declaring output value added tax in the tax reduction appendix attached to the declarations with tax periods up to June 21, 2024 of taxpayers reduced due to the implementation of Resolution No. 110/2023/QH15 is VND 87,109 billion.
With the implementation of tax payment extension according to Decree No. 64/2024/ND-CP on extension of payment deadline for value added tax, corporate income tax, personal income tax and land rent in 2024; Decree No. 65/2024/ND-CP on extension of payment deadline for special consumption tax on domestically manufactured or assembled automobiles, as of the end of July, the total amount of tax and land rent subject to extension is estimated at about VND 32,100 billion.
