At noon on August 8, at the Party Central Committee headquarters, General Secretary and President To Lam had a phone call with Russian President Vladimir Putin.

This is the first phone call between General Secretary and President To Lam and Russian President Vladimir Putin since Mr. To Lam took on his new position. On August 3, after President To Lam was elected General Secretary, President Putin sent a congratulatory letter. In it, the Russian leader emphasized that the results of the Central Committee Conference of the Communist Party of Vietnam had fully affirmed "the comrade's high political prestige, proving his contributions to ensuring socio-economic development and enhancing the country's position in the international arena". President Putin emphasized that Russia highly appreciated the efforts of General Secretary and President To Lam in strengthening the comprehensive strategic partnership between the two countries. "I hope to continue constructive dialogue and joint coordination on urgent issues on the bilateral and international agenda. This will certainly meet the core interests of the two friendly peoples of Russia and Vietnam, contributing to firmly strengthening security and stability in the Asia-Pacific region," Mr. Putin expressed.

In June, as President, General Secretary and President To Lam hosted a welcoming ceremony and held talks with Russian President Vladimir Putin during his state visit to Vietnam. At a press conference after the talks, the President was pleased to announce that the two sides had adopted a Joint Statement to deepen the comprehensive strategic partnership between the two countries. Ministries, sectors and agencies of the two sides signed many cooperation documents in the fields of education and training, science and technology, justice and sports to contribute to further perfecting the legal basis and promoting bilateral cooperation in depth and effectiveness.
