The President warmly welcomed the President of Timor-Leste and emphasized that President Jose Ramos-Horta's third visit to Vietnam will contribute to creating new momentum for cooperation between the two countries; thanking the good feelings expressed by the Leadership and People of East Timor towards Viet Nam. economic - social; wishes Timor-Leste the early implementation of its 2011-2030 Strategic Country Development Plan, which will bring the country deeper into international integration and contribute positively to peace, prosperity and development in the region.
President Jose Ramos-Horta thanked the State and People of Vietnam for their warm welcome to the delegation; expressed his admiration for the revolutionary work, construction and development of the country by the Leadership and People of Viet Nam; considered Vietnam as a model of development; affirmed Timor-Leste's appreciation and desire to further promote good friendship with Vietnam.
The two Leaders expressed satisfaction with the remarkable progress of bilateral relations. High-level exchanges and contacts are maintained in substance. Trade economic cooperation achieves encouraging results; import export turnover between the two countries promises to exceed USD 15. 9 million by 2023; efficient investment and business activities of Viettel Telecommunications Group (Telemor) have contributed positively to Timor-Leste's economic, social development.
Talking about the direction of major cooperation in the coming period, both sides agreed to strengthen exchanges and high-level contacts; effectively implement the Framework Agreement on Economic and Technical Cooperation, promote early organization of the first meeting of the Vietnamese - Timor-Leste Joint Committee at the level of Foreign Ministers; study, move towards establishing new bilateral mechanisms, consistent with the need for cooperation between the two countries.
The President affirmed Vietnam's readiness to continue supplying rice, helping Timor-Leste ensure food security; suggested that the two sides renew or sign a new Memorandum of Understanding on Rice Trade; encouraged Timor- Leste to increase imports of high quality items from Vietnam such as textiles, footwear, beverages, dairy products, processed foods and fishery products.
President Jose Ramos-Horta thanked President Lam for sharing valuable experience on development and international integration of Vietnam, agreed to closely coordinate in order to create a new transformation in economic cooperation, trade and investment between the two countries; expand cooperation in areas with great potential such as agriculture, fisheries exploitation; mining processing forest resources, mineral resources, metal ores and nonferrous metals. . ; support Vietnam's proposal in cooperating, grasping and taking advantage of new trends for development.
The two sides also agreed to effectively exploit the potential of cooperation in other important areas, especially agriculture, fisheries, telecommunications, education, oil and gas, infrastructure construction, education, tourism and people-to-people exchanges.
Exchanging views on regional and international issues of common concern, the two sides agreed to further enhance cooperation and mutual support in international and regional organizations.
President Tô Lâm appreciated Timor-Leste's determination and efforts in implementing the East Timor Roadmap to full membership of ASEAN, affirming Vietnam's support for East Timor soon becoming a full member of ASEAN.
On the South China Sea issue, the two sides pledged to continue upholding rule of law in maintaining peace and stability, ensuring security, safety and freedom of navigation and aviation in the East China Sea, resolving disputes by peaceful means on the basis of international law, the 1982 United Nations Convention on the Law of the Sea (UNCLOS); vigorously implementing fully and effectively the Declaration on Conduct of Parties (DOC), negotiating the Code of Conduct for Parties (COC), contributing to maintaining peace, stability and development in the region.
The talks took place in an atmosphere of friendship, sincerity, trust and mutual understanding.
On this occasion, the President of Timor-Leste graciously extends an invitation to President Tô Lam to visit East Timor. The President gladly accepted and will make arrangements in due course.
