The Law on Officers of the Vietnam People's Army was passed by the 10th National Assembly, 6th Session on December 21, 1999, effective from April 1, 2000 and amended and supplemented in 2008 and 2014. After nearly 10 years of implementation, it has been shown that the Law on Officers (amended) has created motivation for officers to strive to fulfill their assigned duties and tasks, truly being the core in building a revolutionary, disciplined, elite, and gradually modern Vietnam People's Army, contributing to building and firmly protecting the socialist Fatherland of Vietnam.
However, in the process of implementing the Law on Officers of the Vietnam People's Army, a number of difficulties and shortcomings have arisen...; in response to these requirements, the Ministry of National Defense has developed a draft Law amending and supplementing a number of articles of the Law on Officers of the Vietnam People's Army in accordance with the prescribed procedures, expected to be submitted to the National Assembly in accordance with the shortened procedures, for comments and approval at the 8th Session of the 15th National Assembly.
