Senior Lieutenant General Le Huy Vinh, member of the Party Central Committee, Deputy Minister of National Defense attended and delivered a speech at the congress. Lieutenant General Tran Duy Hung, Political Commissar of the General Department of Engineering, Chairman of the Emulation and Reward Council of the General Department of Engineering chaired the congress.

Speaking at the congress, on behalf of the Central Military Commission and the Ministry of National Defense, Senior Lieutenant General Le Huy Vinh commended and acknowledged the outstanding results in the Emulation and Reward Movement that the General Department of Engineering has achieved in the past 5 years; at the same time, he requested that the Party Committee, the General Department's commanders and the Party committees and commanders of agencies and units in the General Department continue to thoroughly grasp and implement the Party's policies, the State's laws, the resolutions and directives of the Central Military Commission and the Ministry of National Defense on emulation and rewards.
