On the morning of December 26, Senior Lieutenant General Hoang Xuan Chien, Deputy Minister of National Defense , had a dialogue with Senior Lieutenant General Alexander Fomin, Deputy Minister of National Defense of Russia, within the framework of the "7th Vietnam - Russia Defense Strategic Dialogue".

At the dialogue, the two sides shared views on the world situation and regional issues of mutual concern.
Senior Lieutenant General Hoang Xuan Chien emphasized that Vietnam consistently pursues a foreign policy of independence, self-reliance, peace , friendship, cooperation and development, multilateralization and diversification of foreign relations; is ready to cooperate with countries and international organizations for peace, cooperation and development in the region and the world; persistently struggles to resolve all disputes and disagreements by peaceful means on the basis of international law , including the 1982 United Nations Convention on the Law of the Sea; and at the same time, persistently pursues the "four no's" defense policy.
Senior Lieutenant General Hoang Xuan Chien also highly appreciated the results of defense cooperation between the two countries achieved since the "6th Vietnam - Russia Defense Strategic Dialogue" in July 2023.

Senior Lieutenant General Hoang Xuan Chien expressed that the results of the 7th dialogue will create momentum for the two countries' defense ministries to implement increasingly substantive and effective defense cooperation. Mr. Chien suggested that the two sides continue to exchange delegations at all levels, have defense strategy dialogues, continue to strengthen military and service cooperation, and support the Vietnamese Ministry of Defense in implementing the contents of the dossier "70 years of defense cooperation between Vietnam - Soviet Union/Russian Federation"...
Senior Lieutenant General Alexander Fomin emphasized that this year will mark the 30th anniversary of the Treaty on the Fundamental Principles of Friendship between Vietnam and the Russian Federation. This affirms the strong friendship and mutually beneficial cooperation between the two countries and the two Ministries of Defense.

Lieutenant General Alexander Fomin said that 2025 is the 75th anniversary of the establishment of diplomatic relations between the two countries, the anniversary of the great patriotic victory, which was achieved with the support of Vietnam. He also acknowledged the good results in defense cooperation between the two countries in recent times. This is a pillar in the diplomatic relations between Vietnam and the Russian Federation.
In the coming time, the Russian Federation will continue to coordinate and implement agreed tasks, thereby promoting defense cooperation between Russia and Vietnam.
