Implementing the Prime Minister 's policy in Decision 338 of the Prime Minister on approving the Project to build 1 million social housing units for low-income people and industrial park workers; Decision No. 444 of the Prime Minister on assigning targets for completing social housing by 2030 and the social housing development plan of Vinh Phuc province on building social housing units in the period of 2021-2030, the leaders of DIC Group have paid special attention and focused on accelerating the investment progress of social housing projects on the land fund of 20% of residential land in urban areas invested by DIC Group with high responsibility and pride in contributing to social security.
According to the approved planning, the scale of the social housing project in the Nam Vinh Yen New Urban Area includes 38 apartment buildings of 11-15 floors built on a land area of 17.08 hectares, a total floor area of 489,166m² and a total investment of 6,824 billion VND. The project has a modern design, constructed using the semi-assembled beam method, using environmentally friendly materials, so the construction progress is fast and still ensures quality and aesthetics.

With social housing, the target audience is civil servants, public employees, and low-income workers who enjoy preferential policies such as not having to pay land use fees, preferential loan interest rates, etc., so the selling price will be low.
With the project invested by DIC Group, apartment owners can still enjoy full amenities (schools, supermarkets, service centers, green parks, etc.) like commercial housing.

Speaking at the ceremony, Prime Minister Pham Minh Chinh emphasized that this groundbreaking event also contributes to the implementation of Directive 34 of the Secretariat on social housing development, the Government's Project to develop 1 million social housing units for low-income people, workers, and those facing housing difficulties, and the implementation of Decision 444 assigning Vinh Phuc province to complete 28,300 units by 2030, but the province has determined to complete it 1 year early. Together, we will implement the consistent viewpoint of the Party and State on rapid and sustainable development: stabilizing the macro economy, controlling inflation, ensuring major balances, controlling public debt, foreign debt, and government debt; ensuring fair, progressive, and equitable social policies, ensuring social security; building a bright, green, and clean living environment, all for the people, investing in people is investing in development; ensuring equal access to housing for all citizens. Therefore, ministries, branches, localities and units must achieve this goal.

The Prime Minister requested that all levels, sectors and localities need to perceive social housing as a priority policy for investment, planning, land allocation, and prioritizing the development of synchronous infrastructure including transportation, healthcare, electricity, water, social services, sports, etc.; there must be an equal approach to benefits. Social housing is given priority without land fees, price controls, and interest within a certain limit; and other important infrastructure such as healthcare, education, and sports is supported.
These priorities do not therefore reduce the value and quality of housing. Governments at all levels must be aware of and thoroughly understand this in implementing investment in social housing development. Party committees and authorities must have policies, leadership, direction, and state management in accordance with the spirit of Directive 34 of the Secretariat, the Government's Project, and the Prime Minister's Decision. Appropriate choices must be made for rapid and sustainable development in terms of social, environmental, and housing management factors.

The Prime Minister requested that investors who have promised must do, who have committed to do, must fulfill their responsibilities, follow the correct procedures and standards, invest in construction on schedule and with quality; be transparent in buying and selling, and ensure the legitimate rights and interests of the people. The Ministry of Construction and relevant ministries and branches must develop standards and regulations that meet the criteria of a "bright, green, clean, beautiful", civilized, and modern" housing area. Other ministries and branches must quickly carry out procedures for land, education, and health care.
Banks must have stable credit packages for investors and home buyers, especially policies to encourage young people under 35 years old to buy houses so that they have a long time to contribute to the country; promote their attachment to the nation and people.
Ministries, branches, agencies and localities must closely coordinate and implement the spirit of "3 yes and 2 no": Benefit for the State; Benefit for enterprises; Benefit for the people in the spirit of harmonizing interests and sharing risks; Not allowing negativity and corruption to occur and Not allowing loss or waste of State and people's assets. When doing, we must be highly determined, make great efforts, act decisively, with focus and key points, finish each job; promote the highest sense of responsibility, ensure the quality of the project; people must have equal access and be open and transparent; avoid taking advantage of policies, negativity and fraud.
The Prime Minister hopes that Vinh Phuc will be a pioneer in developing social housing because it is a province developing industry and services and has a large workforce; it must be a pioneer in developing bright, green, clean and beautiful urban areas; and harmoniously develop social housing and commercial housing.
The Ministry of Construction has stepped up inspection and supervision of the implementation of Prime Minister's Decision 444. The Ministry of Construction will submit to the Government before March 25 to submit to the National Assembly a number of priority mechanisms and policies to promote and meet the demand for social housing.
