Arrange 1 more Vice Chairman of the People's Council, 1 Vice Chairman of the People's Committee and form a complete apparatus for Thu Duc city; 1 Vice Chairman of the People's Committee for 3 districts (Can Gio, Nha Be, Hoc Mon) and 51/52 Vice Chairmen of the People's Committee for 51/52 wards, communes and towns with a population of 50,000 people or more.

At the meeting, the Chairman of the Ho Chi Minh City People's Committee proposed to the Prime Minister many related issues to promote the city's economic development.

Firstly, the city recommends that the Prime Minister pay attention to and promptly approve the investment policy decisions for the CRUS1 and CRUS2 projects; approve the decision to adjust the investment policy for the Ho Chi Minh City environmental sanitation project phase 2 and the Metro Line 1 project, as a basis for Ho Chi Minh City to carry out the next procedures to speed up the completion of the projects according to commitments with foreign sponsors.

Second, recommend the Prime Minister to approve the Medical - Pharmaceutical Industrial Park project in Ho Chi Minh City in the List of key projects calling for investment as prescribed in Decision 376/2021 of the Prime Minister.

Issue special support policies from the Government and the Ministry of Health to promote and facilitate businesses to bring products to market as soon as possible, serving the supply of high-quality drugs to meet treatment needs.

Third, recommend that the Prime Minister continue to provide targeted central budget support for the Ho Chi Minh City High-Tech Park to invest in the construction of an expanded high-tech park.

Fourth, recommend that the Prime Minister direct the early resolution of the issues of Saigon Commercial Joint Stock Bank (SCB) and Van Thinh Phat to contribute to promoting the city's socio-economic development.

Fifth, recommend the Prime Minister to approve the policy to allow the implementation of the Ho Chi Minh City Ring Road 2 Construction Project, the section from Phu Huu Bridge to Vo Nguyen Giap Street and the section from Vo Nguyen Giap Street to Pham Van Dong Street, with similar mechanisms to the case implemented for the Ring Road 3 Project.

This includes pre-approving the project's site clearance boundary to speed up implementation progress, ensuring completion of public investment disbursement in 2024.

Finally, the Ho Chi Minh City People's Committee proposed that the Prime Minister direct the completion and early approval of the decision to approve the investment policy of the Can Gio International Transit Port Project, the Urban Railway System Development Project and the Vietnam International Financial Center in Ho Chi Minh City.

In his opening speech, Prime Minister Pham Minh Chinh said that Ho Chi Minh City plays the role of the economic locomotive of the whole country. Ho Chi Minh City's growth of only 1% has contributed 0.17% - 0.18% to the whole country; budget revenue contributes 27 - 30%. Ho Chi Minh City's economy plays a particularly important role not only for the city but also for the whole country.

The Prime Minister noted that Ho Chi Minh City needs to focus on removing and providing solutions to remove the city's obstacles. According to Prime Minister Pham Minh Chinh, there are obstacles that can be removed with political determination, but there are also legal, institutional, and policy obstacles that must be focused on.
