
Telegram sent to the Secretaries and Chairmen of the People's Committees of the following provinces and cities: Dien Bien, Lai Chau, Son La, Hoa Binh, Lao Cai, Yen Bai, Ha Giang, Tuyen Quang, Phu Tho, Cao Bang, Bac Kan, Thai Nguyen, Lang Son, Bac Giang, Bac Ninh, Quang Ninh, Vinh Phuc, Hanoi, Ha Nam, Hai Phong, Nam Dinh, Ninh Binh, Thai Binh, Thanh Hoa, Nghe An; the Ministers of Agriculture and Rural Development, Industry and Trade, Transport, Natural Resources and Environment, National Defense, Public Security, Information and Communications, Construction, Health, Education and Training.
Since July, the Northern and North Central regions have experienced many prolonged heavy rains over a large area, causing landslides, flash floods, and deep flooding in many places, causing serious damage to people's lives, houses, and infrastructure works, greatly affecting production and people's lives. The Government and the Prime Minister have issued many Resolutions and Official Dispatches directing and requesting relevant ministries, branches, and localities to proactively direct and deploy response and recovery work for natural disasters.
From the night of August 10 to the morning of August 11, 2024, most of the Northern provinces experienced moderate to heavy rain over a wide area. According to the forecast of the National Center for Hydro-Meteorological Forecasting, from the night of August 11 to August 15, 2024, in the North, there is a possibility of heavy rain with total rainfall ranging from 100 to 250 mm, in some places over 400 mm. Due to the recent continuous heavy rain, the soil is saturated with water, the water level in rivers and streams is at a high level, so there is a high possibility of flooding on rivers and streams, especially the very high risk of flash floods and landslides in mountainous areas, midlands and steep slopes, and deep flooding in low-lying, low-lying and urban areas.
To proactively respond to possible heavy rains, floods, landslides and flash floods, the Prime Minister requests:
1. Ministers, Secretaries, Chairmen of People's Committees of the above-mentioned provinces and cities, according to their assigned functions, tasks and authorities, shall continue to direct and organize the strict implementation of the Prime Minister's direction in Official Dispatch No. 75/CD-TTg dated August 3, 2024 with the most urgent, drastic, timely and effective spirit, avoiding being passive and surprised in responding to natural disasters, especially the risk of floods, landslides, flash floods and flash floods to ensure absolute safety of life and limit damage to property of the people and the state.
2. Chairmen of the People's Committees of the following provinces and cities: Dien Bien, Lai Chau, Son La, Hoa Binh, Lao Cai, Yen Bai, Ha Giang, Tuyen Quang, Phu Tho, Cao Bang, Bac Kan, Thai Nguyen, Lang Son, Bac Giang, Bac Ninh, Quang Ninh, Vinh Phuc, Hanoi, Ha Nam, Hai Phong, Nam Dinh, Ninh Binh, Thai Binh, Thanh Hoa, Nghe An:
a) Continue to direct the careful inspection of residential areas, promptly detect areas at risk of insecurity, especially areas at risk of landslides, flash floods, and deep inundation, proactively arrange forces and means to resolutely evacuate people from dangerous areas with high risks of landslides, flash floods, and landslides to ensure the safety of people's lives and property.
b) Closely monitor the development of natural disasters and floods in the area; direct and deploy timely and effective response work according to the "four on-site" motto, paying special attention to communication work, ensuring that all people (especially people in remote areas, ethnic minorities) have information about the risk of floods, landslides, flash floods, organize traffic control and guidance during floods, especially when traveling through culverts, areas at risk of landslides, and areas with deep water.
c) Proactively arrange forces, vehicles, food, and necessities in vulnerable areas at risk of isolation due to heavy rain, floods, landslides, and inundation to promptly carry out rescue work, and support people when situations arise.
d) Proactively mobilize means, forces, budget and local resources to immediately implement disaster recovery work; in cases beyond the local response capacity, promptly report to competent authorities for support in accordance with regulations.
3. The Minister of Natural Resources and Environment directs the hydrometeorological forecasting agency to continue to closely monitor the developments of floods and rains, forecast and promptly inform the authorities and people to proactively deploy response work according to regulations.
4. Ministers of the Ministries of Agriculture and Rural Development, Industry and Trade, and Transport, according to their assigned functions, tasks, and authority, shall proactively direct the response to floods, landslides, and flash floods according to regulations, ensure the safety of dikes, dams, protect production, ensure traffic safety, and promptly resolve incidents on major traffic routes.
5. Ministers of the Ministries of National Defense and Public Security direct local police, military regions, and armed forces stationed in the area to proactively coordinate with localities to deploy forces and support vehicles, proactively evacuate early, move residents out of dangerous areas, rescue, and overcome the consequences of natural disasters when requested by localities.
6. Vietnam Television, Voice of Vietnam, Vietnam News Agency, Nhan Dan Newspaper and other central and local media agencies increase broadcasting time and reporting so that people can grasp information about risks and developments of natural disasters, and know how to respond when natural disasters occur, especially landslides, flash floods, and inundations, to limit damage.
7. The Minister of Agriculture and Rural Development shall organize a 24/7 duty to closely monitor the situation, proactively direct and urge localities to deploy response work in accordance with actual natural disaster developments, promptly report and propose to the Prime Minister to direct issues beyond his authority.
8. Assign Deputy Prime Minister Tran Luu Quang to directly direct ministries, branches and localities to continue to promptly and effectively deploy response and recovery work for natural disasters.
9. The Government Office, according to its assigned functions and tasks, shall monitor and urge ministries, branches and localities to seriously implement this Official Dispatch./.
