On August 7, Deputy Prime Minister Tran Luu Quang signed a decision to promulgate the Plan to implement the "Information and Communications Infrastructure Planning for the 2021-2030 period, with a vision to 2050".
In addition to the purpose of orienting ministries, branches and localities in coordinating with the Ministry of Information and Communications and related units to effectively implement the Information and Communications Infrastructure Planning for the period up to 2030, the plan also aims to raise awareness and responsibility of agencies and units in implementing the Planning.
Informing VietNamNet , a representative of the Institute of Information and Communications Strategy (Ministry of Information and Communications) said: The issuance of the plan aims to specify the contents identified in the Information and Communications Infrastructure Plan to 2030, especially clearly defining responsibilities in implementation organization, resources and implementation roadmap to carry out goals, tasks, solutions and priority projects during the planning period.

Based on the provisions of Article 45 of the Law on Planning, the plan to implement the "Infrastructure planning for the period 2021 - 2030, vision to 2050" includes 4 main groups of contents: Public investment projects; Investment projects using capital sources other than public investment capital; Land use plan; Policies and solutions.
In addition to identifying investment project groups, the Prime Minister also clarified the principles of land use arrangement for the development of national IT&T infrastructure. That is, it must be consistent with the national land use planning, national marine spatial planning and consistent with the orientations identified in Decision 36 dated January 11, 2024 on approving the "IT&T infrastructure planning for the period 2021 - 2030, vision to 2050".
Encourage the connection of IT&T infrastructure projects with projects to develop digital technology industry, digital government, digital economy, and digital society towards forming an ecosystem to improve the efficiency of exploiting resources to serve economic and social development and ensure national defense and security.
Along with that, IT&T infrastructure in provinces and cities must be updated and integrated into local planning to arrange land funds and organize synchronous implementation. Land use plans for IT&T infrastructure development according to the Planning are determined in local land use plans. Localities base on development needs, provincial planning and related regulations to arrange appropriate land areas.
The Prime Minister also directed ministries, branches, localities, organizations and individuals to implement the "Information and Communications Infrastructure Planning for the 2021-2030 period, with a vision to 2050" and the plan to implement the Planning within the scope of functions, powers and competence.
In which, the Ministry of Information and Communications is assigned to preside over and coordinate with ministries, branches and localities to manage and organize the implementation of the Plan; guide and direct enterprises to organize the implementation of the Plan and implementation plans...
The Ministry of Planning and Investment shall preside over and coordinate with the Ministry of Information and Communications and localities to synthesize capital sources for implementing medium-term and annual public investment projects and submit them to competent authorities; Promote investment promotion to attract domestic and foreign investors to participate in investing in developing information and communications infrastructure...
The Ministry of Finance shall preside over the synthesis, submit to competent authorities for approval, and decide on the allocation of the state budget to implement the development requirements of IT&T infrastructure in accordance with practical requirements and the capacity of the state budget in each period.
The People's Committees of provinces and centrally-run cities are responsible for organizing the implementation of state management of information and communication infrastructure within their localities; enhancing the shared use of inter-sectoral infrastructure, arranging and strictly managing land funds to serve the implementation of the Planning.
Corporations and enterprises in the field of information and communication technology develop and organize the implementation of their development plans and projects in accordance with the "Information and communication technology infrastructure planning for the period 2021 - 2030, vision to 2050".
“Information and communication infrastructure planning for the period 2021 - 2030, vision to 2050” has determined: Information and communication infrastructure is a unified entity, formed on the basis of linking postal networks, digital infrastructure, IT industrial infrastructure, national digital transformation platforms and systems to ensure network information security, network security, creating a safe and reliable environment for the development of digital government, digital economy, and digital society. |
