Deputy Minister of Agriculture and Environment: Gia Lai's crop rate meeting irrigation water needs is too low, only 12.5%

(GLO)- On the afternoon of March 21, in Pleiku City, a working delegation of the Ministry of Agriculture and Environment led by Deputy Minister Nguyen Hoang Hiep had a working session with the Department of Agriculture and Environment on a number of issues related to the industry.

Working with the delegation were leaders of the department; leaders of departments, offices and branches under the Department of Agriculture and Environment.

At the meeting, Mr. Luu Trung Nghia - Director of the Department of Agriculture and Environment reported to the delegation on the organization and personnel work. Accordingly, after the arrangement, the organizational structure of the department includes: 10 departments, 3 branches, 7 centers, land registration office, 21 protection forest management boards and 1 special-use forest management board. Regarding some results of the industry, up to now, the province has focused on promoting the conversion of ineffective crops; implementing production according to standards; in particular, about 249,876 hectares of crops have been linked in production associated with the consumption of agricultural products. The application of science and technology in production, application of advanced irrigation, water saving has been implemented with positive results. The livestock and aquaculture sectors continue to receive attention for development. Forest protection and management work has been well implemented, implementing sustainable forest management plans. To date, 300 projects have been attracted in the agricultural sector; including 50 crop projects, 213 livestock projects, and 37 afforestation projects. In addition, digital transformation has been effectively implemented, forming public-private groups to support businesses. Management of land, minerals, water resources, and environmental protection has achieved good results, promptly removing difficulties and obstacles.

In addition to the achieved results, at the working session, some units under the Department also proposed some difficulties in attracting investment, guiding the planning map of 3 types of forests, irrigation infrastructure has not met the needs of production, the rate of proactive irrigation from the responding works is low. At the same time, recommendations were also made related to site clearance for investment projects, the licensing of mining for minerals as filling materials needs to have a specific mechanism to ensure the source of common materials to serve secondary works and large projects in the area in the coming time...

Speaking at the meeting, Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep said that Gia Lai currently has the highest proportion of agriculture in the economic structure of the region, contributing greatly to the strong development of the agricultural sector, always ranking among the top in the country. However, Gia Lai still faces many difficulties in implementing in the fields of agriculture and environment, especially the issue of meeting the capacity of irrigation water for crops, because currently the rate of proactive irrigation from Gia Lai's irrigation works is too low, only meeting 12.5%, while the rate of the whole country is 51.4%, the Central Highlands region is 28%. In terms of attracting investment, Gia Lai needs to determine what to invest in to make agriculture take off. In addition to attracting investment from private resources, there needs to be a driving force for development from natural resources such as land, forests, and minerals. Therefore, with the expected double-digit growth target, there is a lot of pressure on the agricultural sector, requiring Gia Lai to calculate very carefully and set specific goals.

Regarding the work after the arrangement and merger, Deputy Minister Nguyen Hoang Hiep also suggested that cadres and civil servants need to quickly stabilize and get to work, improve work efficiency; need to improve initiative, how to make the department fulfill its role and responsibility. In particular, the new apparatus needs to focus on removing basic bottlenecks, which are administrative procedure reform, applying mechanisms and policies in implementing tasks, as well as taking advantage of the potential strengths of the industry to implement plans with the province to achieve growth targets. If this can be done, the expected double-digit growth target will be achieved.

Regarding proposals and recommendations on a number of related issues at the working session such as: auction of mineral exploitation rights, land management, land prices, construction of a number of irrigation works, etc., Deputy Minister Nguyen Hoang Hiep acknowledged and said that he would coordinate with relevant sectors to resolve them in the spirit of removing difficulties and creating favorable conditions for the sector to develop.
