Ho Chi Minh City: Lacking human resources, a management board wants to transfer 18 projects to districts for implementation
Due to the inability to arrange enough personnel to implement the project, the Ho Chi Minh City Civil and Industrial Committee proposed transferring 18 projects to the Management Boards of districts, towns and Thu Duc City to implement.
The Ho Chi Minh City Civil and Industrial Construction Investment Project Management Board (abbreviated as the Civil and Industrial Construction Board) has just sent Document No. 1692/DCN-KHDT to the Department of Planning and Investment proposing to transfer 18 projects to the Management Boards of districts, towns and Thu Duc City for implementation.
Stating the reason for this proposal, the Civil and Industrial Committee said that in 2024, the unit was allocated capital by the Ho Chi Minh City People's Committee for 91 projects, with a capital of VND 3,791 billion. As of July 10, 2024, the unit had disbursed VND 498 billion, reaching a rate of 13.4%.
According to the construction plan from the beginning of the year, the Civil and Industrial Department committed to disbursing at least 95% of the capital plan assigned in 2024 with 17 transitional projects.

In addition to focusing on disbursing 17 transitional projects, the Civil and Industrial Committee must also focus on finalizing 73 projects and preparing investment projects in the list of works to celebrate the 50th anniversary of the liberation of the South and national reunification (April 30, 1975 - April 30, 2025).
While some investment preparation projects are facing difficulties and problems mainly related to environmental licensing and planning procedures, they cannot ensure that construction will start this year, leading to a disbursement rate of 95%.
Therefore, to accelerate the disbursement rate of public investment capital in 2024, this unit proposed that for projects that have approved investment policies and have been allocated public investment plans in 2024, the Department of Planning and Investment consider and advise the City People's Committee to transfer 18 projects (mainly school and hospital investment projects) to the Management Boards of districts, towns and Thu Duc City for implementation.
Because the District and Thu Duc City Project Management Boards have many advantages in investment preparation, especially planning adjustment.
Regarding the Medical Equipment Procurement Project assigned to the Civil and Industrial Department, due to insufficient personnel to implement the project, the unit proposed that the Department of Planning and Investment and the Department of Health consider reassigning 4 Projects to hospitals or other units with sufficient capacity.
In addition, for the Southern Resistance Monument Construction Project, the Civil and Industrial Committee could not arrange enough personnel to speed up the project implementation progress according to the direction of the City People's Committee.
Therefore, this unit proposes to transfer this Project to the District 1 Investment and Construction Project Management Board because this unit can proactively coordinate with the District 1 People's Committee to carry out the work of adjusting the local planning 1/500 to speed up the progress of appraisal and approval of the project's investment policy.
Due to the lack of personnel to implement, the Civil and Industrial Committee also recommended that in the coming time, when new projects arise in Group C projects, the unit should not be assigned as the investor to focus resources on implementing urgent projects in the list of works to celebrate the 50th anniversary of the liberation of the South and national reunification (April 30, 1975 - April 30, 2025) and works serving the 10th Sports Congress held in Ho Chi Minh City in 2026.
