Previously, the Ho Chi Minh City Department of Health received a report from Cho Ray Hospital (July 30) about a patient who suffered a complication after liposuction surgery and was admitted to the hospital's Emergency Department.

Immediately after receiving the information, the Department of Health Inspectorate coordinated with Ho Chi Minh City Police, District 1 Health Department, Ward People's Committee and Nguyen Thai Binh Ward Police, District 1 to inspect FA Plus Beauty Salon Company Limited, address 12-14 Nguyen Cong Tru, Nguyen Thai Binh Ward, District 1.

Here, the inspection team discovered a 7-storey building at this address with a signboard reading “Phap A Beauty Salon”. On the 2nd, 5th and 7th floors, the team discovered many staff, equipment, machines, IV bottles for cosmetic surgery…

The inspection team also discovered illegal advertisements on the Facebook page of Phap A Center Aesthetic Institute with the following contents: HA meso implantation, collagen implantation to remove wrinkles, skin tightening, mesh thread implantation, non-surgical beauty with fillers and botox.

When asked about the case of a patient who had liposuction at this facility and had to be hospitalized at Cho Ray Hospital for emergency treatment, a representative of FA Plus Cosmetic Hospital LLC said that this patient had liposuction on the abdomen, hips, arms, armpits and fat grafting on the back of both hands at the facility on July 22.

The team performing the surgery was Mr. Huynh Thanh Hai and a woman brought by Mr. Huynh Thanh Hai. Mr. Huynh Thanh Hai brought all the surgical instruments, medicine, and medical equipment. The company representative said that this patient was Mr. Huynh Thanh Hai's customer, not the company's. The company only rented the operating room to Mr. Hai for 15 million VND to perform the surgery.

When the Inspection Team requested the company to contact Mr. Huynh Thanh Hai to come to work, the company reported that Mr. Hai did not cooperate and did not come to the facility as requested by the Inspection Team. The company provided Mr. Huynh Thanh Hai's ID card, but could not provide professional qualifications or a practice license.

On the same day, the Health Department Inspectorate conducted a verification at Cho Ray Hospital. Patient NTKN said that he had undergone liposuction of the abdomen, hips, arms, and armpits on both sides; and fat grafting to the back of both hands on July 22 at the facility located at 12 Nguyen Cong Tru, District 1, for a cost of VND95 million. After the surgery, the patient stayed at the facility until July 23 before leaving.

The patient was admitted to the Emergency Department of Cho Ray Hospital at 10:01 a.m. on July 24 in a conscious state, complaining of fatigue, shortness of breath, and pain in the liposuction areas of the body. Doctors at Cho Ray Hospital diagnosed the patient with cellulitis in the abdomen, chest, and armpits on both sides after liposuction on the third day. The patient was discharged on July 27.

With the violations clearly pointed out, the Health Department Inspectorate established an administrative violation against FA PLUS Beauty Salon Company Limited, whose Director is Ms. Nguyen Thi Ngoc Chi.

The Department of Health considered returning the application for a License to operate the Cosmetic Clinic of FA PLUS Cosmetic Hospital Company Limited. At the same time, the Inspectorate of the Ho Chi Minh City Department of Health continued to coordinate with the City Police to verify and request Mr. Huynh Thanh Hai to come to work to clarify the violations and consider transferring the file to the City Police for investigation according to regulations.
