On August 9, Member of the Party Central Committee, Standing Deputy Secretary of the City Party Committee Nguyen Thi Tuyen, on behalf of the Standing Committee of the City Party Committee, signed and issued Notice No. 1838-TB/TU, announcing the Conclusion of the Standing Committee of the City Party Committee on the results of implementing Plan No. 188-KH/TU, dated November 6, 2023 of the City Party Committee on rotation, transfer, secondment, and change of working positions of cadres of departments, branches, and offices of the City and districts, towns, and Party committees directly under the City Party Committee for the period 2024-2025, phase 1, 2024.

The announcement stated that on August 5, 2024, Politburo member and Secretary of the City Party Committee Bui Thi Minh Hoai chaired the meeting of the Standing Committee of the City Party Committee. After listening to the report of the City Party Committee's Organizing Committee on the implementation results of Plan No. 188-KH/TU of the Standing Committee of the City Party Committee; presenting Report No. 2946-TTr/BTCTU dated July 25, 2024, Report No. 2951-TTr/BTCTU dated July 26, 2024 and the opinions expressed and discussed at the meeting, the Standing Committee of the City Party Committee unanimously concluded as follows:

Agree on the content of Submission No. 2946-TTr/BTCTU dated July 25, 2024; Submission No. 2951-TTr/BTCTU dated July 26, 2024 of the City Party Committee's Organization Committee. The Standing Committee of the City Party Committee also highly appreciated the City Party Committee's Organization Committee for proactively coordinating with the Party Personnel Committee of the City People's Committee and departments, branches, localities, agencies and units under the city to advise on the effective implementation of Plan No. 188-KH/TU of the City Party Committee's Standing Committee.

In the coming time, to ensure effective implementation of the work of rotation, transfer, secondment, and conversion of positions of cadres of the city's departments, branches, and districts, towns, and Party committees directly under the City Party Committee for the period 2024-2025, the Standing Committee of the City Party Committee requests the City Party Committee's Organization Committee, the Party Committee of the City People's Committee, and localities, agencies, and units to well implement a number of contents:

For cadre positions under the management of the Standing Committee of the City Party Committee: Assign the Organization Committee of the City Party Committee to urgently review and advise the Standing Committee of the City Party Committee and the Standing Committee of the City Party Committee on plans for rotation, transfer, secondment, and job position change for cadres who have held positions for more than 8 years, based on the proposals of the working agency, the wishes of the cadres and in conjunction with the personnel work of the Party Congresses at all levels towards the 18th City Party Congress; in addition, pay attention to the young cadres for training and fostering.

Regarding the plan to rotate and transfer the positions of Head and Deputy Head of Health Departments under the People's Committees of districts, towns and cities: Agree with the proposal in Report No. 113-BC/BCSĐ, dated July 2, 2024 of the Party Committee of the City People's Committee on the plan to arrange Heads and Deputy Heads of Health Departments. Assign the Party Committee of the City People's Committee to urgently implement and report to the Standing Committee of the City Party Committee on the implementation results in the fourth quarter of 2024.

Regarding the plan for rotation, transfer, and secondment of cadres, civil servants, and public employees subject to Plan No. 188-KH/TU (except for positions under the management of the Standing Committee of the City Party Committee and Heads and Deputy Heads of District-level Health Departments): Assign the City Party Committee's Organization Board to preside over and coordinate with the Party Personnel Committee of the City People's Committee to urgently implement a number of contents.

Accordingly, the Standing Committee of the City Party Committee requested a thorough review of the current situation, grasping the thoughts and aspirations of individuals subject to rotation, transfer, and job position change to unify the implementation principles, specific arrangement and assignment plans for each case, ensuring publicity, transparency, compliance with training expertise, job position requirements, promoting capacity and work experience. The regime and policies for cadres, civil servants, and public employees when implementing arrangement, assignment, transfer, rotation, and secondment are not lower than the current level and are reserved according to regulations; maintain the planning for cases that meet the conditions and standards.

When arranging, assigning, and mobilizing cadres, civil servants, and public employees, take into account the staff assigned to agencies, localities, and units (ensuring sufficient quantity according to job positions and the nature and volume of work with the functions and tasks of each agency, locality, and unit) and report to the Standing Committee of the City Party Committee on the implementation results in the fourth quarter of 2024.

The Standing Committee of the City Party Committee also decided not to transfer the heads and deputy heads of specialized hospitals who have held the position for 8 years or more in order to effectively utilize specialized human resources that are suitable to the specific nature of the work.
