Accordingly, Circular 29/2024 of the Ministry of Transport stipulates that specialized inspectors are civil servants belonging to advisory organizations assisting the Head of the agency assigned to perform specialized inspection functions under the Ministry of Transport; units directly under the agency assigned to perform specialized inspection functions under the Ministry of Transport.

Transport inspectors must have a university degree or higher in accordance with the job requirements (illustrative photo).
In addition to meeting the conditions and standards of the Law on Inspection, specialized inspection officers of the Vietnam Road Administration, Vietnam Railway Administration, and Vietnam Inland Waterways Administration must have a university degree or higher suitable for the job position requirements in one of the following majors: transportation, construction, architecture, mechanics, information technology, telecommunications, law, economics, and finance.
Meanwhile, specialized inspectors of the Vietnam Register must have a university degree or higher in accordance with the job requirements in one of the technical majors related to the field of vehicle and transport equipment inspection or one of the majors related to the fields of law and finance.
The head of the agency assigned to perform specialized inspection functions under the Ministry of Transport decides to assign or terminate the assignment of specialized inspection civil servants upon the request of the Head of the specialized inspection staff.
A civil servant may no longer be assigned to a specialized inspection position in one of the following cases: quitting his/her job; retiring; transferring to another agency or unit that is not related to the assigned field of specialized inspection duties; failing to complete 1 year of duties in the current civil servant position; making dishonest declarations in the application for assignment to a specialized inspection position; unable to continue performing the work of an inspection officer due to health reasons, family circumstances or other reasons.
In addition, if one commits a prohibited act as prescribed in Article 8 of the Law on Inspection; is convicted by the Court and the verdict or decision has come into legal effect, the specialized inspection officer will also be removed from his/her assignment.

Each specialized traffic inspector is issued a separate inspection card with a validity period of 5 years (illustrative photo).
The Circular also stipulates specialized inspection cards issued to specialized inspection officers for use when performing their duties. In particular, the Chief Inspector of the Ministry of Transport decides to issue new, change, reissue, and revoke specialized inspection cards upon the request of the Head of the agency assigned to perform specialized inspection functions under the Ministry of Transport.
The validity period of a specialized inspection card is 5 years from the date of issue, including new, renewed, and reissued cards. For specialized inspection civil servants with less than 5 years of remaining service, the validity period of the specialized inspection card is calculated until the civil servant retires according to regulations.
Each specialized inspector will be issued an inspection card code consisting of 3 parts, with a hyphen between each part. The first part consists of a capital letter and two digits: A06. The second part consists of capital letters to distinguish the agency using the specialized inspector, specifically as follows: Vietnam Road Administration is CĐBVN; Vietnam Railway Administration is CĐSVN; Vietnam Inland Waterways Administration is CĐDTNDVN; Vietnam Register is CĐKVN.
The third part consists of three digits, starting from 001, which is the serial number of the specialized inspector of the agency assigned to perform specialized inspection functions under the Ministry of Transport.
The specialized inspector card code does not change in the case where a specialized inspector is transferred or rotated within the same agency assigned to perform specialized inspection functions without being removed from the specialized inspector's assignment.
And a new code will be issued in case the specialized inspector transfers to another agency assigned to perform specialized inspection functions.
Regarding the tasks of the agency assigned to perform specialized inspection functions, the Circular stipulates the inspection of the implementation of specialized policies and laws on transportation for organizations and individuals within the scope of assigned specialized state management.
