The Inspectorate of the Ministry of Education and Training has just issued the inspection conclusion " Results of implementing tasks for the 2022-2023 and 2023-2024 school years of the Department of Education and Training of Vinh Long province ".
The conclusion points out the advantages, shortcomings, limitations and violations of the Vinh Longeducation sector.
Regarding facilities , the Ministry Inspectorate concluded that the Vinh Long Department of Education and Training has not issued directives or developed plans for purchasing minimum equipment. The provision of teaching equipment for some classes is still slow and does not comply with regulations.
Regarding the content of the teaching staff and educational management staff , the conclusion stated that the local surplus and shortage of teachers has not been thoroughly resolved, leading to the teacher/class ratio not being guaranteed; the teacher/class ratio of high school level is higher than the regulation.
The conclusion also pointed out violations at the Department of Education and Training of Vinh Long City. That is, in the 2022-2023 school year, the recruitment process of civil servants without a decision on admission, no decision on transfer and acceptance of civil servants in the education sector is not in accordance with regulations. In 2023-2024, the situation of local surplus and shortage of teachers has not been thoroughly resolved...
At the Department of Education and Training of Mang Thit district , for the 2023-2024 school year, teachers for integrated subjects and 4 accountants have not been recruited.
"The shortage of 56 teachers has led to the teacher/class ratio in some educational institutions in the area not meeting regulations," the Ministry Inspectorate stated.
At the same time, the conclusion also pointed out that the Department of Education and Training of Vinh Long has not yet issued a document advising the Provincial People's Committee to establish a plan for educational quality assessment. Regarding the organization of revenue and expenditure at educational institutions, the Department has not yet advised the Provincial People's Committee to issue economic and technical norms.
In the 2023-2024 school year, the Department has not yet advised the Provincial People's Committee to issue a resolution on tuition fees for public educational institutions.
At Tra On Town Secondary School (Tra On District), in the 2022-2023 school year, the parents' representative committee sent the school to keep more than 46 million VND, which is inappropriate. The school also collects personal insurance money in the form of encouraging students to participate, and the average collection level is not voluntary, which is not in accordance with regulations.
The Ministry Inspectorate requested the education sector of Vinh Long province to promptly correct shortcomings and violations. At the same time, the Ministry Inspectorate requested the People's Council and People's Committee of Vinh Long province to direct the Department of Home Affairs and the Department of Home Affairs to advise, review, and implement the allocation of sufficient staff for management staff, specialists in charge of professional matters at the Departments of Education and Training, and teachers at educational institutions; focus resources and supplement the education sector; and promptly issue economic and technical norms.
