Vice Chairman of the National Assembly Nguyen Duc Hai suggested that the drafting agency and the reviewing agency analyze and evaluate carefully to ensure that when submitted to the National Assembly for promulgation, a good, high-quality, and feasible law is issued.

The Electricity Law has been implemented for nearly 20 years and has been amended and supplemented three times (in 2012, 2018, 2022). At present, it is necessary to amend and supplement it to meet the development requirements of the electricity industry to meet the increasing electricity demand of the socio-economy and the people, to implement the Party and State's policies on electricity development, new requirements of management practices and to ensure the consistency and unity of the Vietnamese legal system.

The workshop focused on exchanging and discussing 06 major groups of issues: The necessity of amending the Electricity Law; conformity with the Party's viewpoints, policies and guidelines; the consistency and unity of the legal system; planning and investing in electricity development to ensure energy security for the country; Developing renewable energy and new energy; perfecting regulations on electricity operation conditions and the granting, amendment, supplementation, re-granting, extension and revocation of electricity operation licenses.
During the 2-day workshop, delegates, experts and scientists all agreed that: amending the current Electricity Law is an urgent issue, the draft Electricity Law (amended) has institutionalized the Party and State's guidelines and policies on innovation of mechanisms and policies to build a synchronous, competitive, transparent electricity and energy market, diversifying ownership forms and business methods; applying market prices to all types of energy; promoting investment and exploitation of wind power, solar power and other forms of renewable energy; legalizing the management of electricity prices...
Vice Chairman of the National Assembly Nguyen Duc Hai also requested that the drafting agency and the reviewing agency carefully analyze and evaluate the difficulties and problems in the implementation of the current Electricity Law, new issues, and especially inherit the results of the National Assembly Standing Committee's supervision of the implementation of policies and laws on energy development in the 2016-2021 period... to ensure that when submitted to the National Assembly for promulgation, a good, high-quality, and feasible law is issued.

The workshop received many enthusiastic and accurate comments from scientists, researchers, and experts from ministries and branches.
At the end of the workshop, Vice Chairman of the National Assembly's Committee on Science, Technology and Environment Ta Dinh Thi highly appreciated the contributions of delegates representing experts and scientists. At the workshop, delegates focused on 06 policy groups proposed in the Draft Electricity Law.
All comments are very valid and important for the draft Law drafting agency, the reviewing agency and relevant units to continue to study, absorb and explain in the process of completing the Law project to submit to the National Assembly for discussion and consideration and approval at the 8th Session (October 2024).
