On August 7, Mr. Nguyen Duc Tho - Vice Chairman of Hai Phong City People's Committee, inspected the progress of the Lai Xuan Bridge Construction Investment Project and the renovation and expansion of Provincial Road 352.
During the inspection, the leader of the Hai Phong Traffic Construction Investment Project Management Board (representing the investor) informed that regarding the site clearance work for the construction of Lai Xuan Bridge, Hai Phong currently has about 9,800 m2 of land that needs to be recovered from Xuan Nguyen Prison.
Meanwhile, Quang Ninh is still stuck with land for the construction of 2 pillars and the approach road to the bridge in Yen Duc commune (Dong Trieu town) related to 3 households' residential land and rice land.

Regarding construction work, up to now, contractors have completed 104/130 bored piles, and are working on 11/16 abutment and pier locations. Cantilever beams and super T beams are currently being constructed, with an estimated completion volume of about 63% of the contract value.
The representative of the Hai Phong Traffic Construction Investment Project Management Board requested the People's Committee of Dong Trieu Town, Quang Ninh Province, to promptly complete the procedures for land acquisition and site clearance to hand over the site as soon as possible for construction. At the same time, the Ministry of Public Security was requested to promptly agree to transfer the 0.98-hectare land area managed by Xuan Nguyen Prison to implement the project.
Faced with the situation of land clearance being behind schedule, Mr. Nguyen Duc Tho - Vice Chairman of Hai Phong City People's Committee, assigned the Hai Phong Traffic Construction Investment Project Management Board to closely coordinate with the Ministry of Public Security, Xuan Nguyen Prison, and the City Department of Natural Resources and Environment to urgently complete land recovery and land allocation procedures.
In the immediate future, the project will be temporarily handed over to serve the immediate construction of the Lai Xuan bridge piers and piers. At the same time, all documents will be reviewed and a meeting between the leaders of the two localities will be arranged to speed up the site clearance process in Quang Ninh province.

Expected to be put into use at the end of 2024, Lai Xuan Bridge will become the 4th bridge connecting Hai Phong - Quang Ninh after the 3 bridges Da Bac, Bach Dang and Ben Rung.

On July 13, 2022, Hai Phong City People's Committee issued Decision No. 2272/QD-UBND approving the investment project to build Lai Xuan bridge and renovate and expand provincial road 352. The project was officially started on February 2, 2023.
The investment project for the construction of Lai Xuan bridge and the access roads at both ends of the bridge alone has a total investment capital of nearly 520 billion VND from the budget of Hai Phong city and Quang Ninh province (land clearance costs).
Lai Xuan Bridge over Da Bach River has a reinforced concrete and prestressed concrete structure with a length of more than 840 m, the main bridge and approach bridges are 12 m wide.
The main bridge consists of 4 balanced cantilever prestressed reinforced concrete spans with a diagram of (72+2x120+72)m. The approach bridge consists of 11 super T girder spans 38.2m long. The approach roads at both ends of the bridge have a total length of nearly 1.6m.
According to the plan, Lai Xuan Bridge will be closed in August 2024 and put into use by the end of 2024. However, with the current progress, people at the two ends of the bridge are worried that the 4th bridge connecting Hai Phong - Quang Ninh will not "reach the finish line" on time.
