Realizing the importance of tourism development to the socio-economy, in recent times, the Hanoi Department of Tourism has focused on consulting with the City and directing, urging, and guiding businesses, organizations, and individuals operating in the tourism sector to strive to implement the tourism development targets of Hanoi city in order to gradually restore and develop the tourism industry, contributing to the overall cause of socio-economic development of the capital.

In the first 6 months of 2024 alone, the total number of tourists to Hanoi reached 13.92 million, an increase of 12.7% over the same period in 2023; of which international tourists reached 3.01 million, an increase of 46.2% over the same period in 2023, domestic tourists reached 10.91 million, an increase of 6.0% over the same period in 2023. Total revenue from tourists reached VND 54,355 billion, an increase of 20.5% over the same period in 2023, exceeding the level of 2019 with an increase of 10.9%. It is estimated that in 2024, the capital's tourism industry will attract over 27 million visitors, an increase of 9.2% compared to 2023, with 5.5 million international tourists (3.8 million staying tourists), an increase of 16.4% compared to 2023 and 21.5 million domestic tourists, an increase of 7.5% compared to 2023. Total revenue from tourists will reach over 103.7 trillion VND, an increase of 11.1% compared to 2023.

Continuing to promote the achieved results, on July 31, 2024, the Hanoi Department of Tourism developed the Capital Tourism Development Plan for 2025. Accordingly, in 2025, the Department of Tourism aims to create a comprehensive growth step for Hanoi tourism development in terms of both scale and quality of services, quantity and quality of tourists to ensure sustainability. Striving for 2025, Hanoi tourism will have strong growth in both quantity and quality; maintain its role as a major tourist center of the country; continue to build the image of Hanoi tourism as a safe, friendly, quality and attractive tourist destination.

By 2025, the capital's tourism industry is expected to attract over 30 million visitors, an increase of 11.1% compared to the estimated implementation in 2024, with over 7 million international tourists (including 5 million visitors staying overnight), an increase of 27.3% compared to the estimated implementation in 2024, and 23 million domestic tourists, an increase of 7% compared to the estimated implementation in 2024. Total revenue from tourists will reach over 130 trillion VND, an increase of 26.1% compared to the estimated implementation in 2024. The average room occupancy rate of accommodation establishments and hotels will reach over 64%, an increase of 2 percentage points compared to the estimated implementation in 2024.

To achieve the above goals, the Department of Tourism will promote the effectiveness of state management. Deploy and implement effectively and qualitatively according to the Law on Tourism and guiding documents in the City; Tasks and solutions in the Resolutions, Programs and tourism development plans of the Central Government, the City Party Committee, the People's Council and the City People's Committee. Advise and propose to the City People's Committee solutions and guide the People's Committees of districts, towns and cities to promote investment in infrastructure, technical facilities and tourism products to achieve the goals and targets of the capital's tourism development planning in the Tourism System Planning for the period 2021-2030, with a vision to 2045 approved in Decision No. 509/QD-TTg dated June 13, 2024 of the Prime Minister and the Capital Planning for the period 2021-2030, with a vision to 2050.

Develop tourism human resources with a reasonable structure, sufficient quantity and quality assurance, especially the team of managers and operators of tourist areas, tourist attractions, tourism service establishments, accommodation and travel establishments; promote socialization, encourage businesses, artisans and experts to participate in training tourism human resources; Enhance the capacity of tourism universities and tourism vocational training institutions. Proactively coordinate and link training, improve the quality of human resources at the same time, three teams: state management, business administration and tourism workers are truly professional in terms of expertise, foreign languages ​​and skills. Deploy the application of national tourism occupational standards in training and teaching, moving towards applying international occupational standards. Promote training and fostering for the tourism community professional and soft skills, civilized tourism behavior, raise the sense of responsibility for sustainable tourism development; Organize classes to improve knowledge and skills in developing agricultural-rural, community, cultural tourism products... for tourism communities.

The Department of Tourism will continue to prioritize support and direct units managing heritage destinations and cultural relics to invest in and research the development of tours and cultural tourism products associated with night tourism based on the exploitation of traditional cultural values. Continue to build and complete new routes to the North from the city center; upgrade tourism services in spaces and walking streets. Organize a number of programs, contents and forms to continue promoting and developing tourism products that are Hanoi's strengths such as culinary tourism, MICE tourism, health care tourism, etc.

Continue to promote the development of river tourism products connecting tourist destinations along the Red River and Duong River, complete the Chuong Duong Do - Bat Trang - Chu Dong Tu Temple tourist route, and expand the tourist route from Chuong Duong Do wharf to Son Tay and Ba Vi areas. Strengthen communication, propaganda, and promotion of the tourism image, destinations, and new tourism products of the capital on domestic media and television channels (VTV, HanoiTV...). Advise on the implementation of the program to promote the tourism image, destinations, and new tourism products of the capital on international media and television channels. Promote communication on the system of websites, social networking platforms (Youtube, Facebook...) and other appropriate forms of propaganda and promotion to create a great influence and attract visitors to Hanoi with the consistent message "Hanoi - Come to love" and "Hanoi - A safe and attractive tourist destination".

Organize a series of attractive and unique events and programs to promote the capital's tourism in a professional manner such as: Hanoi Tourism Program to Welcome the New Year 2025, Friendship Spring Tour Program 2025, Hanoi Tourism Gift Festival 2025, Hanoi Ao Dai Festival 2025. Implement activities and events in association and cooperation with a number of domestic and international airlines; Promote and advertise Hanoi tourism on Vietnam Airlines flights and tourist areas, locations and accommodation facilities. Research and develop the orientation of the gift production industry serving tourism. Design and produce gift products and publications promoting Hanoi tourism to serve tourism propaganda, promotion and promotion activities.

In addition, the Department will promote digital transformation of the capital's tourism industry through activities such as: Promoting the application of digital address platforms in tourism activities; continuing to digitize the digital information system on tourist areas, tourist attractions, tourism service establishments, and Hanoi tourism market; promoting digitalization using 3600 photo interfaces and new technologies at craft village destinations, relics, and cultural heritages in the city; Building a system of smart, convenient software to support management, serving tourists in looking up information, and promoting Hanoi tourism; management software to collect and process databases to investigate and evaluate the current status of rural agricultural tourism in Hanoi; Digitizing, connecting, and integrating tourism data into the general information and management data system according to the instructions of the Ministry of Culture, Sports and Tourism; Research and upgrade the Hanoi tourism website in a highly applicable direction, providing practical support for tourism businesses; Encourage and support units and businesses to build tourism products applying high technology such as 3D, FLYCAM, Mapping, virtual reality technology in tourism product development; Enhance the application of information technology in administrative reform activities related to tourism activities./.
