Effectively implement educational management and school administration; ensure democracy, discipline, order, quality and efficiency in secondary education institutions; organize emulation movements well . Strengthen consulting, guidance, supervision, inspection and examination work according to authority .

Effectively and practically implement digital transformation in teaching and educational management ; focus on digital transformation in managing students ' learning and training results .

The official dispatch of the Ministry of Education and Training also guides the Departments of Education and Training on specific tasks regarding the implementation of secondary education programs, including: developing and implementing the school's education plan; effectively implementing teaching methods and forms; effectively implementing testing and evaluation methods and forms and improving the quality of career education and orientation.

Regarding the work of strengthening conditions to ensure the quality of secondary education, improving the quality of universalizing lower secondary education, including developing the network of schools and classes; developing the team of teachers and educational managers; ensuring textbooks and local educational materials; strengthening facilities and teaching equipment, and learning materials.

The Ministry of Education and Training also guides the Departments of Education and Training to continue to innovate educational management. Regarding emulation and reward work, the Ministry of Education and Training requests the Departments of Education and Training to direct secondary education institutions to effectively implement rewards and discipline for students' progress; ensure proper implementation of regulations, fairness, publicity, transparency, timeliness, creating inspiration and motivation for students; strengthen positive disciplinary education measures to train students' sense of discipline and responsibility towards themselves, teachers, friends, family and the community.
