At the same time, present safety regulations on petroleum transport vehicles and know how to handle incidents.

The new draft regulation proposes to reduce the duration of lessons in the training program for crew members working on oil tankers. Specifically, it proposes to reduce the duration of the course from 45 hours to 43 hours, and the actual study time from 42 hours to 40 hours.

The number of training modules includes 2 modules, with a course duration of 40 hours, including 38 hours of theory and practice and 2 hours of final module assessment test.

In particular, the course will only include two subjects: Petroleum and safety work on petroleum tankers (24 hours) and Operation of cargo handling systems on petroleum tankers (16 hours). Thus, the program reduces one subject compared to current regulations. According to the explanation of the Vietnam Inland Waterways Administration, the division of time is for clarity and convenience in the implementation process.

In particular, the training format is also flexible, including both direct and online training. Accordingly, for theory, direct or online training will be applied. For practice, direct or online training will be applied, but the number of online hours will not exceed 30% of the total practice time in the program.

The draft clearly stipulates that, with online training, training institutions must have adequate facilities to meet requirements and select appropriate content in subjects and modules.

The content, format, and timing of the test will be decided by the head of the training institution. The total score of all subjects and modules must be 5.0 or higher to be eligible to take the final test.

Prescribing training forms for training institutions to implement, supplementing regulations on online theoretical training.

In addition, the draft also specifies the responsibilities of training institutions. In particular, training institutions develop detailed programs for each subject and module to ensure appropriate content. Ensure the number of theory hours, practice hours and testing hours are in accordance with regulations.

Annually, the content of subjects and modules in the program must be reviewed and updated in the detailed program to suit reality.

To allow training institutions to proactively develop curriculum and documents in a unified manner, the draft also eliminates the requirement to prescribe detailed curricula for subjects and modules.
