Quang Binh is a coastal province in the Central region, also one of the flood "centers" in the Central region, often affected by natural disasters. Every year, Quang Binh province always has to bear the heaviest economic, property and human losses every time the rainy and stormy season comes... In the face of these disadvantages, every year, after the heavy losses caused by each rainy and stormy season, people across the country join hands to turn to Quang Binh, support the people here to overcome the damage caused by the storms, share with the people with food, drinks and essential necessities in life so that the people here can soon stabilize their lives.

In the preface of the photo series, the author shared: "A piece of food when hungry is worth a package when full", the scene of devastation and deprivation combined with the risk of disease, hunger and cold came to the people of Phong Hoa commune, Tuyen Hoa, Quang Binh after the historic flash flood. Along the Gianh River is the scene of people busy overcoming the consequences after the flood. After the flood, there were many difficulties and shortages, but the people here still united to live with the flood. I captured these photos when the relief teams did not mind the hardships with the people here to share the difficulties and unite to overcome the consequences. A truly beautiful image in adversity. The photo series was sent by the author to participate in the Photo and Video Contest "Happy Vietnam - Happy Vietnam", organized by the Ministry of Information and Communications.

Always attaching importance to and identifying natural disaster prevention and control as one of the key tasks, given top priority, an important factor, deciding the scale, growth rate, economic development, hunger eradication and poverty reduction, in recent years, the Provincial People's Committee has actively propagated and disseminated the State's policies and laws on natural disaster prevention and control to departments, branches, units and localities in the province; promptly developed and promulgated the Natural Disaster Prevention and Control Plan and directed departments, branches and localities to implement it, and reviewed and supplemented it to the annual plan to suit the actual situation.

To continue to proactively and effectively respond to natural disasters and reduce damage caused by natural disaster risks, in the coming time, the Provincial People's Committee will focus resources on investing in and urgently repairing dikes, dams, and key vulnerable locations to be ready to withstand heavy rain and floods; improve the capacity for forecasting, warning, information, and communication on weather and natural disasters, especially heavy rain; strengthen specialized observation, monitoring, and supervision to provide information on natural disaster prevention and control; strengthen the management of ships and activities at sea, focusing on managing sailing, anchoring techniques to ensure safety at shelters, and managing transport ships and transit ships when there are storms and tropical depressions in the East Sea. In 2024, the Photo and Video Contest "Happy Vietnam" will continue to be organized by the Ministry of Information and Communications in coordination with the Vietnam Association of Photographic Artists on the website https://happy.vietnam.vn is open to all Vietnamese citizens and foreigners aged 15 and over.
