On the afternoon of August 14, Deputy Prime Minister Tran Hong Ha chaired an in-person meeting, combined with an online meeting with a number of ministries, branches and localities to listen to reports on the promulgation of supplements and updates to the Plan for implementing the National Power Development Plan for the 2021-2030 period, with a vision to 2050 (Power Plan VIII).

According to the report of the Ministry of Industry and Trade, up to now, all power source projects reviewed and proposed by localities have been verified to meet the set criteria and updated in the draft Decision approving the update and addition to the Implementation Plan of Power Plan VIII.

Specifically, there are 110 wind power projects with a total capacity of 6,665.3 MW, 128 small hydropower projects/1,362.98 MW, 21 biomass power projects/414 MW, and 34 waste-to-energy projects/621.1 MW.

The Ministry of Industry and Trade has worked with the Government Inspectorate to review power source projects that have not been included in the Plan due to having to correct violations related to land, investment procedures, planning, etc. according to inspection conclusions or are under inspection and investigation.

Deputy Inspector General of the Government Le Sy Bay noted that localities need to closely coordinate with specialized management ministries to adjust and overcome the problems pointed out in the inspection conclusion.

At the meeting, leaders of some localities reported on the situation of resolving and overcoming existing problems mentioned in the inspection and investigation conclusions, in order to complete the dossier, ensure the continued implementation of projects; proposed to add some solar power, small hydropower, waste-to-energy, biomass power projects to the Implementation Plan of Power Plan VIII...

Minister of Industry and Trade Nguyen Hong Dien said that currently, many solar power projects proposed by localities, but not yet updated in the Plan, are on the list of 154 solar power projects mentioned in the conclusion of the Government Inspectorate and transferred to the investigation agency regarding the Ministry of Industry and Trade's approval of supplements and advice to the Prime Minister to approve supplements without basis or legal basis for planning. Therefore, the updating and supplementation of these projects will be carried out after the conclusion of the investigation agency.

Concluding the meeting, Deputy Prime Minister Tran Hong Ha emphasized the principle of including in the Plan for implementing the Power Plan VIII power source projects that have no violations, or have completed the correction of violations and meet the criteria on system safety, transmission technology, economic efficiency... so as not to waste investment resources of enterprises, meeting the development requirements of localities.

Provinces with power source projects that have fully implemented the contents of the conclusions of inspection, examination, investigation, audit and execution of judgments (if any) will soon have an official report to continue updating the Plan.

Regarding 154 solar power projects approved by the Ministry of Industry and Trade for supplementation and advised the Prime Minister to approve supplementation without legal basis or planning basis, the Deputy Prime Minister requested localities and enterprises to closely coordinate with the Ministry of Industry and Trade and the investigation agency to review, classify, explain, clarify and promptly resolve the issues.

The exit for 154 solar power projects with violations that have been corrected . 154 solar power projects that have been named by the inspectors and have corrected their violations will be updated in the Power Planning Implementation Plan. The Government Inspectorate affirmed that projects that have had inspection conclusions are no longer subject to inspection and investigation.
