Deputy Prime Minister Nguyen Chi Dung acknowledged, highly appreciated and commended the Ministry of Construction, ministries, branches, localities, investors , construction contractors , and supervision consultants for their efforts and active implementation of the project; to date, the site clearance and relocation of technical infrastructure works have been basically completed; ensuring the reserves and quality of construction material supply to meet project needs; speeding up construction, shortening the progress compared to the signed contract; most projects have completed over 75% of the volume and all set the goal of striving to complete the main expressway route before April 30, 2025, and completing all 5 projects before June 30, 2025.

However, the main difficulty and obstacle at present is the site clearance of the Van Ninh - Cam Lo Expressway Project in Quang Tri Province. Quang Tri Province has committed to completing the site clearance by the end of 2024 and then early 2025; but to date, some locations have not yet handed over the site, affecting the progress of the entire Project. The Deputy Prime Minister requested Quang Tri Province to seriously learn from experience in this work.

To ensure the completion of the entire North-South Eastern Expressway and the whole country has 3,000 km of expressway in 2025, for the 5 expressway component projects: Bai Vot - Ham Nghi, Ham Nghi - Vung Ang, Vung Ang - Bung, Bung - Van Ninh, Van Ninh - Cam Lo, the Deputy Prime Minister requested relevant ministries, agencies, localities and units to focus on implementing the assigned tasks and work; in which, it is necessary to urgently implement the following key contents:

The Ministry of Construction focuses on directing investors, contractors and relevant agencies and units not to be negligent or subjective, to continue to proactively and actively implement and make more efforts, determined to complete the main expressway routes of all 5 projects before April 30, 2025; complete all 5 projects before June 30, 2025; complete rest stops and intelligent traffic management system (ITS), toll collection system (ETC), vehicle load inspection (KTTTX) in 2025; at the same time, must ensure the quality of the works, ensure supervision and construction work in accordance with procedures and regulations.

Regarding the site clearance work of the Van Ninh - Cam Lo Expressway Component Project in Quang Tri province, the Deputy Prime Minister requested the Provincial Party Secretary to focus on directing and mobilizing the entire political system of Quang Tri province to urgently take part, step up advocacy, persuasion, propaganda, create support, consensus, and unity among the people, actively follow up, and assign tasks in the spirit of "5 clear: clear people, clear work, clear responsibilities, clear deadlines, and clear results"; Ensure handover of the site as soon as possible, requiring that by the end of March 2025 at the latest, Quang Tri province must hand over the entire site to the contractor so as not to affect the progress of the Van Ninh - Cam Lo Expressway Component Project (noting that for the 02 abutments of the National Highway 9A overpass, M2 abutment of the Tam Hiep overpass, M2 abutment of the National Highway 9D overpass, the site must be handed over before March 15, 2025).

The Deputy Prime Minister agreed in principle that Quang Tri province should have appropriate solutions according to its functions, tasks, authority and legal regulations to resolve people's petitions in a reasonable and rational manner, ensuring the legitimate rights of the people, not creating precedents, not affecting compensation for previously relocated households, not creating hot spots, not causing people to be upset, not allowing the slow site clearance to continue to affect the progress of the project's construction.

The Deputy Prime Minister assigned the Ministry of Agriculture and Environment to study and review the provisions of the Land Law and related Decrees to guide the assessment of direct impacts on people's lives and health due to the construction of component projects in the area as requested by the People's Committee of Quang Binh province so that investors can ensure synchronization and consistency. At the same time, the Ministry of Construction directed investors to coordinate with localities to consider and resolve each specific case, ensuring that it is reasonable and in accordance with the law.

The Ministry of Construction requires the investor to preside over and coordinate with the locality to review the locality's recommendations on the construction of service roads, return roads, borrowed roads and prices of common construction materials... during the construction process; on that basis, direct the completion of the handling before putting the project into operation, ensuring convenience and not affecting the lives of people within the project area.

The Deputy Prime Minister assigned the People's Committees of the provinces: Ha Tinh, Quang Binh, Quang Tri, which have 5 expressway component projects: Bai Vot - Ham Nghi, Ham Nghi - Vung Ang, Vung Ang - Bung, Bung - Van Ninh, Van Ninh - Cam Lo passing through, to focus on directing the handling of arising issues in the area, creating favorable conditions for investors, construction contractors, supervision consultants and relevant agencies and units to speed up construction progress, complete the above projects to ensure quality, progress and safety according to regulations.
