Subsequently, the Russian Federal Ministry of Emergency Situations declared a state of emergency in Kursk, and on August 10, the TASS news agency reported that the Russian National Anti-Terrorism Committee had imposed anti-terrorism measures in three provinces bordering Ukraine: Kursk, Bryansk, and Belgorod, in response to "unprecedented destabilizing actions by Kyiv."
According to TASS, to ensure the safety of the population and prevent the threat of acts that could be carried out by Ukrainian sabotage and reconnaissance units, Alexander Bortnikov, Chairman of the National Anti-Terrorism Committee and Director of the Federal Security Service of Russia, decided to conduct counter-terrorism operations in the Belgorod, Bryansk, and Kursk regions, starting on August 9th.
Through counter-terrorism operations, authorities can relocate people to safe areas, control communications, requisition vehicles, halt production activities involving hazardous materials, and cut off internet and other mobile communications.
