The plan for admission to grade 10 of high school for the 2024-2025 school year approved by the People's Committee of Thai Binh province on March 25, 2024 clearly states: "The Director of the Departmentof Education and Training decides to establish councils to create exam questions, print, transport exam questions, invigilate, grade, and review according to the provisions of the current High School Graduation Exam Regulations".

Implementing the direction of the Chairman of the People's Committee of Thai Binh province, on July 30, Chief Inspector of Thai Binh province Tran Trung Dung signed Decision No. 551/QD-TTr to inspect the implementation of policies, laws and assigned tasks and powers to the Department of Education and Training, Director of the Department of Education and Training and related organizations and individuals in organizing the entrance exam for grade 10 high school in the 2024-2025 school year in the province.

Along with that, the decision was made to establish an Inspection Team of 11 officers, led by Mr. Pham Cong Dich, Deputy Chief Inspector of Thai Binh province.

According to the 2024 High School Graduation Exam Regulations, regarding the exam marking areas, each examination council is allowed to conduct the exam in no more than two areas. Each examination marking board performs its duties in only one area.

Regulations for marking essay exams: Each exam is marked in two independent rounds by two examiners from two different marking teams.

During the first marking, apart from the cross-outs on the remaining blank spaces on the candidate’s test paper, the examiner is absolutely not allowed to write anything else on the candidate’s test paper or the test bag. The component scores, the overall score and comments (if any) are only recorded on one marking sheet for each test paper. The marking sheet clearly states the examiner’s full name and signature.

When the examiner finishes marking a bag, the examiner hands that bag over to the examiner's chief examiner or the examiner's group leader authorized by the examiner's chief examiner to hand over to the examination council secretariat.

The second marking process must ensure that the marked test paper bag is not returned to the same person who marked it the first time.

According to the 2024 High School Graduation Exam Regulations, if the exam scores between two rounds differ by less than 1 point, the two examiners will discuss and agree on the score.

In case of a difference of 1 to 1.5 points, the two examiners must discuss and record it in a report and report to their superiors for agreement. When the difference is more than 1.5 points, the test will be graded a third time, and the score will be recorded in a different ink color.

In the case where the scores of 2/3 times of marking are the same, they will be selected as the official score; if the three times of marking differ by less than 2.5 points, the grader can divide the average; if the difference is more than 2.5 points, the person in charge of making the minutes will unify the score.

During the marking process, at least 5% of the essay papers are randomly drawn for checking.
