The scale of university, master's and doctoral training increased.

According to the report of the Department of Higher Education, Ministry of Education and Training, the scale of regular university training in 2024 tends to increase slightly compared to 2023, including a significant increase in the fields of Mathematics and Statistics, Computer Science and Information Technology, Engineering Technology, Engineering, Production and Processing, Architecture and Construction, Agriculture, Forestry and Fisheries, Veterinary Medicine when this sector increased by 62,060 students with a rate of 10.59% compared to 2023. This shows that training institutions (CSDT) as well as learners have paid attention to the trend of sustainable development, developing engineering and technology sectors to meet the development needs of the country.

Training institutions have paid more attention to opening majors to meet the human resource training needs of the country and each locality. The number of training majors interested in opening in 2024 includes: Tourism, Logistics and supply chain management, Artificial Intelligence... The entire system has 204/239 higher education institutions that have been quality-accredited, reaching a rate of 85.35%; a total of 1,855 training programs at all levels of higher education have been quality-accredited. Of which, many institutions have been accredited by foreign standards.

The research results and international publications of the Vietnamese higher education system in recent years have also tended to increase steadily and sustainably, in which higher education institutions have always played a leading role in scientific publications nationwide. Notably, the number of articles published by higher education institutions in Scopus publications in the 3 years from January 2022 to the end of July 2024 was 12,567 articles; of which, the 67 institutions with the most publications accounted for nearly 84% of the total number of articles nationwide. The number of universities ranked by prestigious organizations in the world is increasing. This shows that higher education institutions are fully aware of their responsibility for accreditation and consider this a regular activity of the school to improve the quality of the school and also a criterion to enhance international integration.

Through activities to ensure and assess the quality of higher education, the school's governance and management system has gradually changed, leading to changes in the internal quality assurance system, especially the transition from the school's capacity-based training model to output-based training based on learners' capacity, contributing to improving the quality of education, enhancing the autonomy and accountability to society of higher education institutions.

The scale of master's training also tends to increase steadily in all sectors compared to 2023, in which the strongest increase must be mentioned in the teacher training sector (an increase of 3,353 academies, equivalent to an increase of 34.79% compared to 2023), the Business and Management and Law sectors (an increase of 3,205 students, an increase of 10.48% compared to 2023)... The Arts sector also has a change due to the attention of the governing ministry, the scale of master's training has increased by 39.12% but the number of increased students is only 178.

The scale of doctoral training has begun to increase sharply in all fields compared to 2023, with the strongest increase in the fields of Mathematics and Statistics, Computer Science and Information Technology, Engineering Technology, Engineering, Production and Processing, Architecture and Construction, etc., an increase of 637 doctoral students (NCS) with an increase rate of 33.32% compared to 2023; the fields of Life Sciences and Natural Sciences increased by 390 NCS with an increase rate of 57.52%; the field of Teacher Training increased by 350 NCS with an increase rate of 51.32%.

Speaking at the 2024 Higher Education Conference recently organized by the Ministry of Education and Training, Minister of Education and Training Nguyen Kim Son said that, in addition to the improvements, higher education has been facing many challenges. The first is the challenge of global competition for the higher education system. That is competition in attracting lecturers, attracting students, competing in rankings, attracting investment and social influence; competition is increasingly fierce when there are currently more than 200,000 Vietnamese students studying abroad.

Besides, there is the challenge of providing an increasingly large and diverse human resource with increasingly high quality requirements for an economy with many unique characteristics like Vietnam's economy. In particular, the challenge of training human resources in semiconductor technology and cutting-edge technology is an example. In addition, there is also the challenge of having to meet the needs of learners who are increasingly increasing in number and increasingly demanding in quality; the challenge between high expectations and requirements, but investment is still very modest; the challenge of promoting autonomy in the new period, promoting the quality and depth of autonomy and adjusting the goals of autonomy.

The solution to this problem, according to the Minister of Education and Training, is the problem of quality, the vision of human resources needs to be global; need more international connections to proactively predict trends; basic training, while enhancing the ability to adapt and transform quickly. This is the spirit needed to meet the human resource requirements of an open economy with a large number of FDI enterprises...

Deputy Minister of Education and Training Hoang Minh Son also emphasized the need to continue focusing on improving the quality of higher education in the coming time. Along with that, continue to innovate university governance and strictly implement the provisions of the Law on Higher Education; pay attention to developing the teaching staff, take advantage of resources from Project 89 to provide maximum support to universities in training lecturers with doctoral degrees; continue to innovate university admissions in the direction of simplification, ensuring quality, as well as fairness for candidates, schools implement autonomy but need to have a more positive impact on general education.
