The congratulatory letter from Cambodian King Norodom Sihamoni reads:

Dear General Secretary !

On behalf of the Kingdom of Cambodia and in my own name, I am very pleased and congratulate Mr. To Lam on being elected by the 13th Central Committee Conference of the Communist Party of Vietnam to hold the position of General Secretary of the Central Committee of the Communist Party of Vietnam on August 3, 2024.

I firmly believe that under the talented leadership of His Excellency the General Secretary, the Socialist Republic of Vietnam will gain many great victories and develop rapidly in all fields and maintain its important role in the region and the world.
