On the morning of March 14, within the framework of the International Conference on AI and Semiconductors (AISC), the Policy Forum "Vietnam proactively develops the Semiconductor and Artificial Intelligence Industry in the New Era" was officially held at the National Innovation Center (NIC) in Hoa Lac Hi-Tech Park (Hanoi).
The forum attracted the participation of more than 1,000 delegates, including leaders and senior technology experts such as Meta, NVIDIA, IBM, Intel, TSMC, Tokyo Electron, Marvell and many businesses from the United States, China, Korea, France and Vietnam.
Here, businesses discussed development orientations, opportunities and challenges of the global semiconductor and artificial intelligence (AI) industries, and proposed development orientations for these technology fields for Vietnam.
In particular, the event gathered many experts, general engineers, chief architects of Vietnamese people living abroad and members of the Vietnam Innovation Network, currently working at large technology corporations in the world in the field of artificial intelligence and semiconductors such as: Mr. Loi Nguyen, Senior Vice President, Marvell Group; Mr. Le Viet Quoc, co-founder of Google Brain...
Speaking at the conference, Prime Minister Pham Minh Chinh emphasized: "We consider AI and semiconductors as a golden opportunity to help Vietnam attract large resources of knowledge and investment, turning Vietnam into a center and a technology destination of the region and the world."

According to the head of the Government, from the consensus of experts, the companionship and readiness of businesses, partners and the semiconductor and artificial intelligence ecosystem in Vietnam and the world, I propose that we join hands to realize Vietnam's great aspirations and goals.
"Make Vietnam a new land full of potential on the value chain map of the global semiconductor and artificial intelligence industry and Vietnam a new, friendly and trustworthy home for global corporations in semiconductor and artificial intelligence," the Prime Minister expected.
In the context of the digital revolution exploding, reshaping all aspects of the global economy, Vietnam aims to proactively develop the semiconductor and AI industries, in order to grasp the world's technology trends, create conditions for Vietnamese enterprises to access new technologies, gradually become technologically autonomous, and contribute to improving competitiveness.
At the same time, affirming Vietnam's position as a potential destination for world science, technology and innovation.
Advice to help Vietnam affirm its position on the technology map
At the Forum, the world's leading experts made important suggestions to help Vietnam gradually affirm its position on the global technology map.
Mr. Christopher Nguyen, CEO and founder of Aitomatic, shared about the compatibility of Vietnam's semiconductor and artificial intelligence industry development trends with global trends.
He analyzed the key factors that help Vietnam take advantage of advanced technology platforms, thereby increasing its competitiveness in the international arena, and affirmed that technological autonomy is the key to the strong development of Vietnam's digital economy.
Ms. Nguyen Thi Bich Yen from Soitec with the topic "Advanced IC Packaging Technology", emphasized the breakthroughs in the current chip manufacturing process that not only reshape the global semiconductor industry but also open up strategic opportunities for Vietnamese enterprises.

Mr. Michael Kagan (Nvidia) and Mr. Suresh Venkatarayalu (Honeywell) shared about Vietnam's potential to become an R&D center for AI and semiconductors; as well as the importance of expanding international cooperation to maximize technological advantages.
These shares reflect global trends, and are a call to action for Vietnamese businesses towards digital transformation and innovation.
Chairman of FPT Corporation, Mr. Truong Gia Binh, affirmed the readiness of Vietnamese enterprises in transferring technology and building advanced capacity to seize opportunities in the semiconductor and AI industries.

FPT's steps and roadmap show the great determination and significant resources of the enterprise that are contributing to promoting a more complete semiconductor and AI ecosystem for Vietnam.
At the Forum, the National Innovation Center and related partners will announce Initiatives for Vietnam to master semiconductor technology and artificial intelligence, including:
Human resource development initiative, in which NIC will cooperate with Keysight Group and partners to invest in training and building a team of high-quality experts and engineers in the fields of semiconductors and AI, not only meeting domestic needs but also reaching international levels.
The initiative supports startups through the direct support of NIC to create the most favorable conditions for startups in the semiconductor industry to access resources, technology and markets, thereby building a sustainable ecosystem and promoting innovation.
The initiative promotes Vietnamese enterprises to participate in the Global AI Alliance to connect Vietnamese enterprises with the world's leading technology corporations, update advanced trends and enhance the country's position in the field of AI.
Effective implementation of these initiatives will lay a solid foundation for Vietnam to master core technology, promote innovation and promote the development of the digital economy.

This is not only an opportunity, but also a strategic step for Vietnam to affirm its position on the global technology map.
Following the success of the Vietnam Innovation Challenge Program 2023 and 2024, under the direction of Deputy Prime Minister Nguyen Chi Dung, today's Forum is also the time for the 2025 program to be officially announced.
The program was evaluated by the White House Portal, USA as a typical activity for the relationship between Vietnam and the US in the field of innovation and high technology on the occasion of the two countries upgrading their relationship to Comprehensive Strategic Partnership.
This is also the third consecutive time that the Program has been honored to receive direct attention and encouragement from Prime Minister Pham Minh Chinh.
The Vietnam Innovation Challenge 2025 with the theme "Building an open-source Vietnamese database for AI research, development and application - ViGen" is chaired by the National Innovation Center, in coordination with Meta Group, Nvidia Group, AI for Vietnam, and the Vietnam Academy of Science and Technology.

The seminar "Providing advice for Vietnam to proactively develop the semiconductor and artificial intelligence industry" created a lively exchange space, with the participation of experts and chief architects in the field of semiconductors and artificial intelligence: Mr. Loi Nguyen (Senior Vice President, Marvell Group), Mr. Young-Sup Joo (former Minister of Small and Medium Enterprises of Korea).
Thereby, experts together proposed creative solutions, outlined a strategic development roadmap for the semiconductor and AI industries, contributing to making Vietnam a pioneering technology center in the region.
Government's commitment to an autonomous digital future
Vietnam is currently one of the countries with the fastest growing digital economy in Southeast Asia, has a strategic geopolitical position, has an abundant young workforce that is knowledgeable about technology, and increasingly modern infrastructure investment, attracting more and more large technology corporations in the world, especially in the fields of semiconductor industry and artificial intelligence.
The policy forum "Vietnam proactively develops the Semiconductor Industry and Artificial Intelligence in the new era" is part of a series of programs that the National Innovation Center participates in as a co-organizer to realize the assigned tasks in Resolution No. 03 of the Government promulgating the Government's Action Program to implement Resolution No. 57 of the Politburo.
Through the Policy Forum: "Vietnam proactively develops the Semiconductor Industry and Artificial Intelligence in the new era", Vietnam aims for a new position in the international arena, opening up strategic cooperation opportunities, creating a solid foundation for the digital transformation process, capturing and mastering technology, and achieving the goal of rapid and sustainable development in the coming period.
This is an important step for scientists and international partners to join forces and cooperate with Vietnamese partners to create a new era for Vietnam's digital economy.
With close coordination between the State and enterprises, Vietnam has a great opportunity to promote cooperation in innovation and enter the global value chain with a new position.
