In the tourism development orientation, Quang Ninh province determines to develop new, diverse, unique and highly competitive products, focusing on expanding tourism space in Bai Tu Long Bay, Van Don, Co To and some islands in the province.

This is part of the province's efforts to concretize this orientation, thereby opening up opportunities to maximize the potential of Ha Long Bay and Bai Tu Long Bay, while promoting the development of tourism routes connecting the potential sea and island areas of Quang Ninh province.

Specifically, according to Decision 2119/QD-UBND dated July 19, 2024 of the People's Committee of Quang Ninh province on announcing sightseeing and tourism itineraries on Ha Long Bay and Bai Tu Long Bay; accordingly, the Ha Long and Bai Tu Long bays will be exploited with 21 sightseeing and tourism itineraries, including 8 itineraries to explore Ha Long Bay, 10 itineraries to explore Bai Tu Long Bay and 3 itineraries connecting Ha Long Bay and Bai Tu Long Bay.

Besides some itineraries on Ha Long Bay which are considered familiar itineraries and destinations that are still being exploited, attracting a large number of domestic and international tourists, the itineraries related to the exploitation of Bai Tu Long Bay all include completely new destinations, which are allowed to be exploited for tourism for the first time such as Tay Hoi Island, Nha Tro Cave, Hon Xep Park, Cai De area, Mang Ha overnight anchorage point, Cai Lim beach...

These are all carefully and thoroughly researched tourist itineraries over a long period of time, suitable for the trends and tastes of tourists, especially the market segment of tourists with high spending ability.

Thus, these itineraries not only reduce the load on Ha Long Bay, add unique and special products to serve tourists; at the same time, remove some limitations on beaches and tourism exploitation space in the current Ha Long Bay heritage area.
