Quang Ngai province currently has 5,194 registered fishing vessels, with registered fishing vessel data regularly updated on the National Fisheries Database (VNFishbase), up 22.44% over the same period in 2024. The total number of fishing vessels licensed to exploit aquatic resources under the new quota is now 4,256, reaching 81.94%. Since the beginning of the year, the total number of fishing vessels in the province that have been inspected at the Quang Ngai Fishing Vessel Inspection Center is 821. The rate of marking fishing vessels has basically reached 100% of registered fishing vessels.

Regarding the installation of fishing vessel monitoring equipment (VMS), as of February 17, 2025, the whole province has 3,089 fishing vessels with a length of 15m or more required to install a voyage monitoring equipment (VMS). To date, 2,990 vessels have installed VMS equipment, reaching 99% of fishing vessels with a length of 15m or more that have completed the installation. Vessels that have not installed the equipment have been listed for monitoring, management and handling by competent authorities according to regulations.
Deputy Director of the Department of Agriculture and Environment of Quang Ngai Nguyen Duc Binh said that recently, the unit has directed the provincial Fisheries Sub-Department to closely coordinate with coastal localities to organize propaganda and disseminate regulations on combating IUU fishing to fishermen, especially supporting "3 no" fishing boat owners to complete procedures to be licensed according to regulations.

At the same time, focus on organizing inspection teams, coordinating with border guards and coastal localities to conduct a comprehensive review of all unregistered vessels, high-risk vessels, and vessels without VMS equipment to come up with appropriate solutions. Accordingly, vessels without a license are absolutely not allowed to go fishing. Vessels anchored at the port must determine where they are anchored; for vessels sold out of the province for a long time without returning to the localities, it is necessary to propose to the provincial Department of Fisheries - Sea and Islands to list them as missing and carry out procedures to remove them from the list.
Focusing on the peak period of combating illegal fishing, Sa Huynh Border Guard Station, Pho Thanh Ward, Duc Pho Town has coordinated with coastal communes of Duc Pho Town to strengthen inspection and control, combined with propaganda and mobilization of ship owners and captains to comply with legal regulations when fishing at sea, especially implementing the prevention and combat of IUU fishing.
Major Pham Van Sang, Deputy Chief of Sa Huynh Border Guard Station, said that he regularly propagates and analyzes to help people understand the pros and cons better so that they can understand and voluntarily comply with the law.
Along with that, in addition to handling fishing vessels that have lost connection for a long time at sea or crossed the border according to regulations, the Station also asked the ship owners and captains to sign a commitment not to repeat the offense. Thanks to that, the situation of fishing vessels in Duc Pho town losing the route monitoring signal has decreased significantly compared to before.

In addition, the unit also increased patrols and checked procedures and personnel before fishing boats left port.
Fisherman Vo Quoc Viet, Pho Thanh Ward said: “After each fishing trip, border guards and local authorities come to the fishermen’s homes to educate them about the harmful effects of disconnecting the monitoring connection as well as violating foreign waters. Fishermen have signed a commitment not to have any mechanical problems or violate the law.”
It is expected that from March 21-31, 2025, the 5th inspection team of the European Commission (EC) will come to inspect the removal of the "yellow card" on illegal, unreported and unregulated fishing. The 5th inspection by the EC is very important in removing the "yellow card" for fisheries. With the drastic participation of all levels, sectors and local authorities, the work to combat IUU fishing in Quang Ngai will achieve the best results, contributing to the whole country removing the "yellow card" for fisheries.
