On the afternoon of August 8, Minister of Industry and Trade Nguyen Hong Dien worked with Quang Ngai on the situation of industrial production, trade and implementation of national sectoral plans in the fields of energy and minerals in the province. At the meeting, Quang Ngai proposed that the Ministry of Industry and Trade create conditions for the locality to establish a National Oil Refinery and Energy Center in Dung Quat Economic Zone; and call for investment in projects in the fields of petrochemicals and chemicals.

According to the report of the Provincial People's Committee, the Provincial People's Committee is currently coordinating with the Ministry of Industry and Trade to develop a project for the National Oil Refinery and Energy Center in Dung Quat Economic Zone. The Dung Quat I, II and III Combined Cycle Gas Turbine Power Plant projects under the Central Electricity Center are currently implementing steps regarding documents and procedures.
The province also recommends that the Ministry of Industry and Trade coordinate and recommend the Ministry of Planning and Investment to promptly issue guidelines so that localities have a basis for selecting investors to implement electricity projects in general and hydropower projects in particular. At the same time, direct the Vietnam Electricity Group (EVN) to promptly invest in the construction of 220kV and 110kV power lines and transformer stations in accordance with the approved planning so that hydropower projects in the province can be effective and ensure the approved progress.
In the Provincial Planning for the period 2021 - 2030, with a vision to 2050, Quang Ngai aims to form a National Oil Refinery and Energy Center in Dung Quat Economic Zone and develop Ly Son district into a sea and island tourism center. In the coming time, the province will focus all resources, clearly identify advantages and strengths to promote, gradually overcome limitations, and build a National Oil Refinery and Energy Center. In this process, the province really needs the active support of the Ministry of Industry and Trade.
Concluding the working session, the Minister of Industry and Trade suggested that the province should proactively review and submit to the Government for approval the adjustment and supplementation of the Provincial Planning (if necessary), ensuring consistency and connectivity with the national master plan, regional planning and national sectoral planning. At the same time, review and supplement the planning and land use plan in accordance with the provincial planning, creating a synchronous legal basis for receiving and implementing investment projects and creating new growth momentum.
