Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 77/CD-TTg requesting ministries, branches and localities to strengthen state management of donations and sponsorship money at historical and cultural relics nationwide.

Accordingly, in recent times, the State management of donations and sponsorships at historical and cultural relics nationwide has achieved some results, but is still limited.

Specifically, the reported data on revenue and expenditure of donations and sponsorships from relics, including those ranked as special national relics, only partially reflects and is incomplete.

Some historical and cultural relic sites have not yet reported promptly and fully on the management of donations and sponsorship money; cameras have not been installed to monitor at the points of receiving and counting donations and sponsorship money.

In addition, there is still a situation where tourists place many types of money on altars at relics, destroying the solemnity and purity of the place of worship. The management of donations and sponsorship money is sometimes and in some places not strict, posing risks of loss and theft.

To improve the effectiveness and efficiency of State management of donation money and sponsorship money at historical and cultural relics nationwide, the Prime Minister requested local leaders to study the content of the report and recommendations of the Ministry of Finance on the results of the overall inspection of donation money and sponsorship management at historical and cultural relics to find solutions to strengthen donation money management.

Localities are also required to review documents and regulations related to the management of financial revenue and expenditure for festival organization and donation money, sponsorship for relics and festival activities to issue new decisions or amend and supplement them accordingly according to regulations of the Ministry of Finance.

Leaders of provinces and cities are assigned to direct relevant organizations and individuals to publicly and transparently collect and spend donations and sponsorships for relics and festival activities and provide timely information when requested by competent authorities.

The Prime Minister also requested localities to develop regular inspection plans and strengthen inspection and supervision to ensure that donations and sponsorships for relics and festival activities are used strictly, publicly, transparently, effectively and for the right purposes; promptly detect, rectify and strictly handle organizations and individuals who violate the law.

"Absolutely do not allow waste, negativity, corruption, or taking advantage of religious activities for personal gain or benefit," the Prime Minister's Directive clearly states.
