In 2025, there will be a selection and call-up of citizens for military service, with the military transfer period from February 13 to 15. VietNamNet interviewed Major General Luong Van Thang, Deputy Director of the Military Department (Ministry of National Defense) about the selection of citizens for military service in 2025.
Major General, please tell us about the new points in military recruitment in 2025?
The selection and calling of citizens to join the army in 2025 has some new points compared to last year. In previous years, the regulations on compulsory health examination mainly focused on clinical examination, and only when necessary, paraclinical testing was decided.
After receiving the soldiers, the Army units re-examined their health and conducted paraclinical tests, thereby discovering internal and surgical diseases that could not be detected through clinical examination at the local level, leading to ineligibility and having to compensate and return them, causing waste of budget and time for the unit and locality, and affecting the psychology of citizens and their families.

On December 6, 2023, the Minister of National Defense issued Circular 105 stipulating health standards and health examinations for subjects under the management of the Ministry of National Defense.
Regarding health standards for selecting and calling citizens to join the army in 2025, they will be implemented according to the provisions of the circular. However, eye standards will still be implemented according to the provisions of Circular No. 148 dated October 4, 2018 of the Minister of National Defense.
The content of the military service health examination includes physical examination, clinical examination by specialty and paraclinical examination.
Thus, the military service health check-up and health re-examination for new soldiers in 2025 will be carried out closely and in a unified manner between localities and units, which will minimize compensation and return of citizens who do not meet health standards.
Why does the Army advocate recruiting soldiers with standards from high to low and focus on selecting citizens who have graduated from university and college, Major General?
This is a policy that is suitable for the needs of the Army's deployment and use, aiming to select a source of high-quality citizens to join the army, contributing significantly to enhancing the overall strength of the Army, meeting the requirements of the tasks in the new situation. In addition, it also creates a source to build a large and widespread reserve force and create a source of cadres for the base.
At the same time, concretize the Resolution of the 13th National Party Congress, identify the task: "Strengthening national defense and security potential, building a revolutionary, regular, elite, and gradually modern People's Army and Public Security Forces, some forces advancing straight to modernity, creating a solid premise to strive by 2030 to build a revolutionary, regular, elite, and modern People's Army and Public Security Forces"; Resolution No. 05 dated January 17, 2022 of the Politburo, Resolution No. 230 dated April 2, 2022 of the Central Military Commission on the organization of the Vietnam People's Army for the period 2021 - 2030 and the following years determine the goal by 2025, to basically complete the building of a lean, strong, and elite Army; creating a solid premise to strive by 2030 to build a revolutionary, regular, elite, and modern Army.
The 2015 Law on Military Service stipulates that there is one round of military recruitment per year (previously there were two rounds). This facilitates local military recruitment and limits petitions related to temporary postponement of military service when citizens are admitted to colleges and universities. However, implementing one round of military recruitment leads to a shortage of troops in some units during the recruitment and handling of demobilized non-commissioned officers and soldiers. What solutions does the Military Department have to address this situation?
Article 33 of the 2015 Law on Military Service stipulates that citizens are called to join the army and perform their obligation to join the People's Public Security Forces once a year in February or March. In case of necessity for national defense and security reasons, citizens can be called to join the army and perform their obligation to join the People's Public Security Forces a second time. For localities with disasters or dangerous epidemics, the time for calling for military service and performing their obligation to join the People's Public Security Forces can be adjusted.
Conducting military recruitment once a year creates favorable conditions for localities and units to have time to perform other tasks; reduces budget and time costs for agencies and organizations and avoids overlap and conflicts between the second military recruitment and the annual college and university admissions. At the same time, it limits the need to issue more documents guiding implementation.
Because the second round of military recruitment will coincide with the enrollment season, many petitions related to the postponement of military service will cause trouble for agencies, organizations, citizens and difficulties for localities in recruiting soldiers.
However, calling up soldiers once a year leads to some difficulties for units, such as a shortage of troops for some technical specialties during the time of demobilization, training of new soldiers and technical specialty training.
To overcome the above shortcomings, every year the Military Department has advised the Chief of the General Staff and the Chief of the Ministry of National Defense to guide and direct units when handling demobilized non-commissioned officers and soldiers, based on the specific situation to ensure the number of troops to perform the task, synthesize and report to the Minister of National Defense to consider and decide to extend the term of active service for non-commissioned officers and soldiers according to the provisions of the Law on Military Service 2015.
What policies does the Ministry of National Defense have to encourage citizens who graduate from university and college to join the army, while most of them want to work after graduation?
The work of selecting and calling citizens to join the army in recent years has always received close coordination from central ministries and branches; attention, focused leadership, direction, thorough understanding, and drastic and serious implementation from localities and units.
The Central Military Commission and the Ministry of National Defense have led, directed, and proposed many solutions in organizing the selection and calling of citizens to join the army, ensuring democracy, publicity, and fairness in accordance with the provisions of the law. Focusing on selecting citizens who have graduated from colleges and universities with professions suitable to the needs of arrangement and use in order to select a source of high-quality citizens to join the army to meet the requirements of the task of building the Army in the new situation.
With the greatest effort, the Ministry of National Defense regularly coordinates with all levels, sectors, Party committees and local authorities to pay attention to and take care of policies and military rear work to the maximum extent possible for non-commissioned officers and soldiers in terms of material, health care, cultural and spiritual life in accordance with the specific nature of the Army's tasks.

For the case of citizens who have graduated from college or university and are enlisted, to prioritize the arrangement, use and implementation of policies, the Minister of National Defense has issued Circular No. 220 and Circular No. 241.
Accordingly, during their service in the army, non-commissioned officers and soldiers with college or university technical qualifications trained before performing military service will be given priority in being assigned and used in positions suitable to the needs of the Army.
After completing their term of active service, individuals who wish to serve the Army long-term and receive training in technical and professional fields and occupations appropriate to the title of professional soldier will be given priority in selection as professional soldiers according to regulations.
Annual statistics show that the rate of professional military recruitment from non-commissioned officers and soldiers with college or university degrees is nearly 50% of the total number recruited.
