On August 6, the Government Office issued a Notice of Conclusion of Deputy Prime Minister Tran Luu Quang, Head of the Central Steering Committee at the Online Conference of the Central Steering Committee on National Target Programs for the 2021-2025 period with localities in the Central Highlands region on the implementation of national target programs and Resolution No. 111/2024/QH15 of the 15th National Assembly in the first 7 months of 2024, difficulties, obstacles and solutions, and key tasks in the coming time.
Promote the spirit of "7 dares"
According to the Announcement, Deputy Prime Minister Tran Luu Quang, Head of the Central Steering Committee, commented as follows: The five provinces of the Central Highlands region, including Dak Lak, Gia Lai, Kon Tum, Lam Dong, and Dak Nong, have completed the consolidation of the Steering Committees for national target programs at the provincial level and issued, amended, and supplemented all documents, mechanisms, and policies to manage and organize the implementation of national target programs in the area, especially documents to implement Resolution No. 111/2024/QH15 dated January 18, 2024 of the 15th National Assembly.
Localities have actively and proactively implemented assigned targets, goals and tasks and directed authorities at all levels to accelerate the disbursement of capital to implement national target programs; to date, 5 provinces in the Central Highlands have allocated 99% of the 2024 investment capital plan and 100% of the 2024 career capital estimate; the estimated disbursement in the first 7 months of 2024 reached about 46% of the investment capital plan, 3% higher than the national average and 9% higher than the same period in 2023.
However, the results of implementing national target programs in the Central Highlands localities still have some limitations and problems; the disbursement rate of public capital is still very low (about 4.4% of the plan); some specific mechanisms in implementing national target programs still have problems with procedures in practical implementation; the capacity of the implementing staff in some places is still limited; somewhere there is still a situation of avoiding and shirking responsibility in performing public duties and implementing decentralized and delegated contents...

Up to now, the implementation results of national target programs of localities in the Central Highlands still have some limitations and problems; the disbursement rate of public capital is still very low, about 4.4% of the plan.
From now until the end of 2024, the Deputy Prime Minister and Head of the Central Steering Committee requests ministries, agencies and localities to resolutely implement the Government's Resolutions, Directives, Official Dispatches and instructions of the Prime Minister, Deputy Prime Minister and Head of the Central Steering Committee related to accelerating the progress of organizing and implementing national target programs and promptly guiding and removing difficulties and obstacles of localities; focusing on implementing the following tasks:
The People's Committees of Dak Lak, Gia Lai, Kon Tum, Lam Dong and Dak Nong provinces should be more proactive and determined, upholding the spirit of 7 dares: "Dare to think, dare to speak, dare to do, dare to take responsibility, dare to innovate, dare to face difficulties and challenges and dare to act for the common good" of the heads of all levels of government, departments and professional boards in implementing national target programs in the area according to the decentralized authority and assigned functions and tasks, especially in the disbursement of career capital to implement national target programs.
Actively coordinate, share, exchange information, learn from each other's experiences to replicate models that have been effective in practice, flexibly and creatively apply administrative processes and procedures and contents that have been clearly prescribed by the Central Government, specifically guided and responded by Ministries, branches and Central agencies at the Conference on August 2, 2024 in organizing the implementation of national target programs; promptly summarize difficulties and problems arising in the implementation of national target programs and propose specific recommendations and solutions according to the principle of focusing on maximum disbursement of assigned capital sources, send to the Government Office before 5:00 p.m. on August 9, 2024.
Resolutely resolve local problems
The Deputy Prime Minister assigned the Government Office to preside over and coordinate with relevant ministries and agencies to synthesize and propose specific solutions to handle and respond to the recommendations of the above localities, report to the Deputy Prime Minister and Head of the Central Steering Committee before August 14, 2024; monitor and urge the response to the recommendations of the localities and synthesize and periodically report weekly to the Deputy Prime Minister and Head of the Central Steering Committee for consideration and direction.
The Ministry of Planning and Investment shall preside over and coordinate with the following ministries and agencies: Finance, Agriculture and Rural Development, Labor - Invalids and Social Affairs, the Ethnic Committee and relevant ministries and agencies to continue to summarize the difficulties and problems of localities in the process of implementing Resolution No. 111/2024/QH15 dated January 18, 2024 of the 15th National Assembly to propose solutions to thoroughly handle them in accordance with the assigned tasks in Resolution No. 108/NQ-CP dated July 10, 2024; At the same time, draft a set of procedures and processes to guide the implementation of specific mechanisms prescribed in Clauses 2, 4, 5, 6, and 7, Article 4 of Resolution No. 111/2024/QH15 dated January 18, 2024 of the 15th National Assembly, and report to the Central Steering Committee at the 6th Session scheduled to be held in August 2024.
Ministries and central agencies assigned to be the Project Owners of component projects under national target programs according to their assigned authority, functions and tasks shall continue to proactively monitor and grasp the difficulties and obstacles of localities in the process of implementing national target programs, have written responses, instructions, specific explanations and send them to 63 provinces and centrally-run cities for localities to refer to and implement; promptly issue, amend and supplement guiding documents according to their authority or propose reports to competent authorities to promptly handle difficulties and obstacles, create favorable conditions to support localities to accelerate capital disbursement progress according to assigned plans, ensuring compliance with regulations and suitability with practical situations.
