16th meeting of the State Steering Committee for important national projects and works, key to the transport sector

On the afternoon of March 9, at the Government headquarters, Prime Minister Pham Minh Chinh, Head of the State Steering Committee for important national projects and works, key to the transport sector, chaired the 16th meeting of the Steering Committee. Attending the meeting were Deputy Prime Ministers; leaders of a number of central ministries, departments and branches.

The meeting was held in person and online between the Government headquarters and 44 provinces and centrally-run cities with important national projects and key transport sector works and projects. Attending the conference at the Thai Binh bridge were comrade Nguyen Quang Hung, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; representatives of leaders of a number of departments, branches and localities.

At the 15th meeting, the Prime Minister assigned 33 tasks to ministries, branches and localities, focusing on removing difficulties and obstacles, speeding up investment preparation procedures for projects; to date, units have completed 22 tasks on time, including a number of important tasks.

Regarding the implementation of expressway projects planned to be completed in 2025 to achieve the goal of having 3,000km of expressway nationwide, currently, the Ministry of Construction, localities and Vietnam Expressway Corporation (VEC) are implementing 28 projects/component projects with a total length of about 1,188km, expected to be completed in 2025.

Delegates focused on discussing and evaluating the progress of important national and key projects in the transport sector; supplementing and clarifying the causes of difficulties and obstacles in implementing projects and proposing solutions related to investment procedures, site clearance progress, and sources of construction materials, etc.

In Thai Binh, the investment project to build the Ninh Binh - Hai Phong expressway (CT.08), the section through Nam Dinh - Thai Binh provinces under the public-private partnership model is being actively implemented. The bidding documents for selecting investors to implement the project have been released on the national bidding network since February 3, the bid opening date is April 4. According to the approved compensation and resettlement support policy framework, the project needs to recover about 538 hectares of land; of which: agricultural land is about 453 hectares, residential land is about 8.9 hectares. Currently, the two provinces of Thai Binh and Nam Dinh are focusing the most on site clearance and receiving very high consensus from the people; in which, Thai Binh province strives to complete site clearance for agricultural land in the first quarter of 2025 and residential land in the fourth quarter of 2025. The province is also implementing the tasks in parallel, so that after selecting an investor, the project can be started as soon as possible.

In his concluding remarks, Prime Minister Pham Minh Chinh acknowledged and commended the active participation of ministries, branches and localities in implementing the conclusions and directions at the 15th meeting of the Steering Committee; in which, ministries, branches and localities have overcome shortcomings and limitations; coordinated synchronously, shared lessons learned in management and operation; promoted the strength of solidarity, mobilized the participation of the entire political system in handling arising difficulties and problems.

The Prime Minister emphasized that the whole country is having to carry out many large and important tasks at the same time, including the target of GDP growth of 8% or more in 2025. One of the important solutions to achieve growth of 8% is to focus resources on completing a synchronous and modern strategic infrastructure, clearing and effectively using public investment, using public investment to lead private investment, and activating all other resources. In public investment, investment in transport works accounts for a large proportion. The Prime Minister requested ministries, agencies, and localities to urgently complete the allocation of the entire state budget investment plan for 2025, to be completed before March 15.

Prime Minister Pham Minh Chinh requested that localities mobilize the entire political system, strengthen leadership and direction to accelerate site clearance and handover to construction units according to plan. Regarding construction and project implementation, project management boards and contractors need to mobilize maximum human resources and construction equipment in "3 shifts, 4 shifts" to ensure progress, technical quality, and aesthetics of the projects; ensure safety, environmental sanitation, green, clean, and beautiful.

Regarding construction materials, the Prime Minister requested the Ministry of Agriculture and Environment to proactively review inappropriate legal regulations related to licensing of material mines to propose adjustment plans; localities assigned to be the project management agencies to proactively search for and identify material sources; closely coordinate with localities with material mines to complete procedures for granting and ensuring material sources to meet project progress.

The Prime Minister also assigned specific tasks to ministries, branches and localities in implementing important national projects and key transport sector works and projects; at the same time assigned the Government Office to synthesize and coordinate with the Ministry of Construction to transfer to relevant ministries and branches for settlement according to their authority.
