The background economic market, international integration and digital technology have placed the development of artistic culture in Ho Chi Minh City within new opportunities as well as challenges.

Intersection of policy and practice

Currently, there are 17,670 cultural enterprises in Ho Chi Minh City, accounting for 7. 74% of the city's total number. In addition to public art units, the city also has socialized theater arts units, including: 38 cinemas, 11 private drama theaters, over 900 performing arts businesses.

However, has the city's artistic cultural development lived up to its potential and advantages? At a workshop on "Research Proposed Solutions for Encouraging Social Resources in Developing Artistic Culture in Ho Chi Minh City 2021-2035" recently organized by HCMC Ministry of Education and Science in collaboration with the National Institute of Arts and Culture in HCMC, Nguyen Thanh Son, Deputy Minister of Cultural Affairs (Department of Higher Education and Technology-DL), said: "From what we can see, the lack of infrastructure, policy mechanisms and human resources is not only an obstacle but also a challenge.

The National Assembly issued Resolution 98/2023/QH15 on the piloting of certain mechanisms and policies specific to Ho Chi Minh City's development. sports, to proactively regulate the overall minimum investment scale of these PPPs.

In order to implement the Party's policy on cultural industry development, Vietnam Cultural Industry Development Strategy until 2020, vision until 2030, HCM City State Council issued Decision No. 4853/QD-UBND dated 25-10-2023 on approval of the Culture Industry Development Project until 2030.

Nguyễn Thanh Sơn analyzed: HCMC has characteristics and special conditions for the development of artistic culture, highlighting the cultural industry, along with which socialization policies in this field are gradually being completed.

The infrastructure is inadequate.

Ho Chi Minh City's cultural sector currently has 6 theatres and 2 centers performing functions of organizing artistic cultural activities, which are entrusted with managing and operating many facilities, but most of them are in a state of disrepair, not meeting performance requirements.

The HCMC-HIFF International Film Festival is one of the activities for the city to join UNESCO's Creative Cities Network on Cinema.

ThS Võ Thành Trung, producer of À Ố show, said: "The art theaters in Ho Chi Minh City are very difficult due to extremely scarce facilities. As Ho Chi Minh's Symphony Theatre - Music and Drama Theater despite great efforts with activities organizing 4 performances per month, inviting international artists for performance. . but the board of directors of the theater once recognized that academic arts activities were solitary, income from artist performances was very low. The main activity still had to rely on public budget resources which were always tight.

Currently, the city has about 10 theatres and 20 venues that can be used for performing arts. Of these, only 5 theaters meet the requirements of performance activity: Peace Palace, Bến Thành, City Theater, Cải Lợi Trần Hữu Trang, Military Theatre. Some others are just workplaces, unsuitable to organize performances, have no advantage in terms of location as a cultural institution.

Dr. Nguyễn Thị Hậu, former vice-director of the Development Research Institute in Ho Chi Minh City, said: Nowadays, many cultural institutions are forgotten by urban residents. Although museums and libraries have undergone certain changes, they still haven't kept up with the development of entertainment, media as well as knowledge science Many theaters and cinemas are gradually disappearing, giving way to shopping malls, restaurants and wedding receptions. . Ho Chi Minh City no longer has a nightly lighted amphitheater, which is an enormous loss - a typical cultural heritage of the city and South Korea.

The current facilities are not commensurate with the size and potential of Ho Chi Minh City as a center of the country's entertainment industry. Attracting international professional programs must meet the requirements for facilities, which can serve several tens of thousands of spectators, in order to ensure revenue and financing of performances.

As can be seen, the mobilization of social resources plays an important role in providing financing, facilities, training and support for artists and art projects. From there, promoting the development of cultural -artistic-creative sectors in the city becomes a significant economic engine with strong growth potential and contributes to innovation throughout the economy.

Improving policies and mechanisms to address constraints, creating an environment that promotes and supports the mobilization of social resources ensuring transparency, fairness and efficiency.

WHAT IS IT?
