Developing young scientists creates an environment to promote youth creativity

Resolution No. 25/NQ-CP dated July 25, 2008 on "Strengthening the Party's leadership over youth work in the period of accelerating industrialization and modernization" (Resolution No. 25/NQ-CP) identifies youth as a great social force, one of the important factors determining the country's development.

Comrade Le Xuan Dinh, Deputy Secretary of the Party Committee, Secretary of the Party Committee, Deputy Minister of Science and Technology (MOST) emphasized the above at the working session of the Central Steering Committee's survey delegation summarizing 15 years of implementing Resolution No. 25/NQ-CP dated July 25, 2008 (Resolution No. 25/NQ-CP) and 10 years of implementing Conclusion No. 80/KL-TW dated December 25, 2013 on promoting the implementation of Resolution No. 25-NQ/TW (Conclusion No. 80/KL-TW) with the Standing Committee of the MOST Party Committee on August 5, 2024 in Hanoi.

Comrade Tran Vu Hai, Deputy Chief of Office of the Party Committee of the Ministry of Science and Technology, said that in order to implement Resolution No. 25-NQ/TW, the leaders of the Ministry of Science and Technology have issued programs, plans, and documents to specify the tasks and targets stated in Resolution No. 25-NQ/TW and Resolution No. 45/NQ-CP dated September 11, 2009. The Ministry has developed and issued Decision No. 3054/QD-BKHCN approving the Youth Development Program of the Ministry of Science and Technology for the period 2013-2020 and Decision No. 3055/QD-BKHCN dated October 3, 2013 approving the Implementation Plan of the Youth Development Program of the Ministry of Science and Technology for the period 2013-2020.

In recent times, the Party and the State have issued many policies on the use and promotion of young science and technology cadres and the development of high-quality human resources. To specify the Party's policies and guidelines on science and technology development, the Ministry of Science and Technology has developed and submitted to the Government and the 13th National Assembly for approval of the 2013 Law on Science and Technology.

Along with the Law on Science and Technology, the Ministry of Science and Technology has advised the Government to issue documents guiding the Law to create a legal corridor, creating favorable conditions for science and technology activities in general and science and technology staff in particular, including preferential policies for young scientists; policies for training, fostering, developing young scientists and creating an environment to promote the creativity of young people; policies to support innovative startups for students; policies to attract young talents studying, working and living abroad.

The Ministry of Science and Technology has coordinated with the Central Committee of the Ho Chi Minh Communist Youth Union to develop a Program of joint activities in each 5-year period to raise awareness and knowledge for union members and young people; to arouse creativity, encourage young people to propose ideas and creative solutions with high knowledge content; at the same time, create a favorable environment for young people to access and master science and technology; and to foster young, high-quality human resources.

The Ministry of Science and Technology has implemented 07 theoretical research topics, proposed policies, and built youth development models in the period of 2015-2025 such as: "Developing a youth model applying high technology in agricultural production"; "Policies and solutions for developing young science and technology human resources in small and medium enterprises in Vietnam in the period of 2021-2030"; "Application of big data science and artificial intelligence in building an optimal nutrition care intervention model and improving physical fitness for Vietnamese youth"; "Researching to innovate the content and methods of operation of the Ho Chi Minh Communist Youth Union and Vietnamese youth organizations in the new situation"; "Researching to develop models for applying alternative community-based treatment measures for juvenile delinquents through the activities of the Ho Chi Minh Communist Youth Union"; "Research on theoretical and practical foundations for building a judicial system specifically for minors in Vietnam"; "Social deviations among youth - Current situation and solutions". In order to promote the active participation of young scientists in scientific research, the Ministry of Science and Technology, through the National Science and Technology Development Fund, has implemented 02 programs for young researchers under 35 years old, namely the Basic Research Program and the National Science and Technology Capacity Building Support Program, including support activities specifically for talented young scientists.

Since 2015, the Ministry of Science and Technology has coordinated with the Ministry of Education and Training and the Central Committee of the Ho Chi Minh Communist Youth Union to organize the annual event "National STEM Day" to connect, spread and raise awareness of the role of science, technology and innovation to the community, especially young people, and to build a culture of love and passion for scientific research.

Within the framework of the Project "Supporting the national innovation startup ecosystem to 2025" (Project 844) and the Project "Supporting students to start a business to 2025" (Project 1165), the Ministry of Science and Technology has coordinated with relevant agencies to research and develop a training program framework, transfer documents, support the organization of basic training, advanced and specialized training on innovation startups at universities, colleges and vocational schools; Coordinate with the Central Committee of the Ho Chi Minh Communist Youth Union to organize high-level policy dialogue forums with the participation of leaders of the Government, Ministries, branches, and localities to organize the Innovation Startup Journey to spread the spirit of innovation to young people across the country. Speaking at the meeting, comrade Le Xuan Dinh affirmed that in order to effectively implement Resolution No. 25/NQ-CP and Conclusion 80/KL-TW, it is necessary to focus on implementing the following solutions:

Firstly, continue to perfect the legal system on science and technology in accordance with market mechanisms, international practices and respect the characteristics of creative labor, accepting risks and delays in research activities.

Second, build and implement outstanding policies on science, technology and innovation and create a legal framework to implement experimental and specific mechanisms for new economic models based on science, technology and innovation.

Third, increase the attraction and diversification of investment resources for science, technology and innovation, focusing on social resources, in which enterprises are the main ones, creating a favorable environment for young scientists, ordering and conducting scientific, technological and innovation research in the business environment.

Fourth, strongly develop human resources for science and technology, encourage the private sector, strengthen forms of public-private cooperation, participate in training human resources for science and technology, focus on developing young, high-quality human resources to catch up with the world's emerging advanced technology trends, focus on training technical human resources, human resources for technology management, business management, innovation management, increase attraction of Vietnamese scientists, international scientists, young scientists to participate in developing science, technology and innovation in Vietnam.

Fifth, develop the national innovation system and improve the innovation capacity of enterprises, focusing on technological innovation capacity and enterprise management capacity. Sixth, perfect the policy mechanism for organizations and individuals to use the results and products of science, technology and innovation as a special commodity with value, ownership rights and circulation on the market.

Seventh, increase investment in theoretical research to develop policies for youth work in the context of the 4.0 industrial revolution, green transformation, and digital transformation.

Concluding the working session, Comrade Trieu Van Cuong, Deputy Minister of Home Affairs, member of the Central Steering Committee summarizing Resolution No. 25/NQ-CP, Conclusion No. 80/KL-TW affirmed that in the past time, the Ministry of Science and Technology has seriously implemented Resolution No. 25/NQ-CP, Conclusion No. 80/KL-TW and achieved many results. The Ministry of Science and Technology, within the scope of its management, has proactively and actively built mechanisms and policies to develop young scientists and create an environment to promote the creativity of young people, while integrating content related to this group into the Programs and Projects for the development of the industry and human resources for science and technology. Many activities have been implemented to arouse passion, bringing science and technology closer to young people. Comrade Trieu Van Cuong emphasized that in the coming time, it is necessary to continue to promote the propaganda work to implement Resolution No. 25/NQ-CP, Conclusion No. 80/KL-TW; Seriously and effectively implement state management work on youth; well implement coordination mechanisms with ministries, branches, localities...

At the Conference, delegates discussed and contributed opinions to the draft report of the Ministry of Science and Technology to further clarify the results of summarizing 15 years of implementing Resolution No. 25/NQ-CP, 10 years of implementing Conclusion No. 80-KL/TW, thereby proposing solutions to continue to effectively implement the Resolutions and Conclusions of the Government.
